<br /> Minutes of regular meeting held October 3Otb, and special meeting held Novem-
<br />ber 5th, were read and approved.

<br />The following communications from the City Manager were read:

<br /> "On September 23rd, 1936, I received the following communication
<br />
<br /> 'I am writing you in regard to the~ftfty dollars re,
<br /> ward for the information leading to the arrest.and con -
<br /> viction of three negro men, namely, William Davis, Wiley
<br /> Bell and Joseph Kelly, for turning in false alarm on
<br /> night of Sept. 20~h, at 2:12 A.M., from County and Godwin
<br /> Sts. They were arrested by Policemen Soule s~d Turling~on
<br /> at Elm Ave. and High St. on information furnished by me,
<br /> and f~ed $50.00 and cost each in Police Justice Court.~
<br /> In reply to my inquiry, the Chief of police reported as follows:
<br /> ~In reply to your letter of Sept. 2$th, relative to
<br /> claim of Mr. V. C. Cassell, Jr., for the $50.00 reward
<br /> Usually paid for information leading to the arrest and
<br /> conviction of anyone turning in a false fire alarm, I
<br /> wish to rep6rt ~he following.
<br /> On Sept. 20~h, Mr. Cassell saw William Davis turn
<br /> in the first alarm from CounZy and Godwin Sts., and gave
<br /> this information to Officers $oule and Turlington, who
<br /> caugh~ William Davis, Wylie Bell and Joseph Kelley, later
<br /> turning in ~u alarm at High and Elm Ave. ~%1 three men
<br /> were found ~uilty by the Police Court e~d fined $50,00
<br /> and costs each.
<br /> Trusting this is the information you desire.'
<br /> Police Court records show that Willie Davis, Wylie Bell
<br /> each, on Sept. 20th, and are now serving Jail

<br /> It appears that Mr. Cassell is entitled to a reward of $50.00 and I
<br />recommend that the payment be authorized. No appropriation is necessary."
