At a called meeting of the City Council, held on. November 5th, 1936,

<br />The following call for the meeting was read:

<br /> To the Members of the City Council of the City of Portsmouth,
<br />Virginia.
<br /> Notice is hereby given that a special meeting of the Oouncil
<br />of the City of Portsmouth, Virginia, will be held in the Oity of
<br />Portsmouth, Virginia, at the Council Chamber, at 5:00 otclock P.M.,
<br />on the 5th day of November, 1936, for the purpose of considering an
<br />offer of the United States of America to aid by way of a grant in
<br />financing the construction of Public School BuildLug, and adopting
<br />a resolution approving and authorizing the acceptance of such offer.

<br /> Section 1. Tha~ the offer of the United States of America to

<br /> 1. Subject to the Terms and Conditions (PWA Form No. 210 July
<br />1, 1936) which are made a part hereof, the United States of America
<br />hereby offers to aid in financing the oonst~action of a school build -
<br />lng including necessary equipment and acquisition of necessary land
<br />(herein called the "Project") by making a grant to the City of Ports-
<br />mouth, Norfolk Comnty, Virginia, in the amount of h5 per cent of the
<br />cost of the Project upon completion, as determined by the Federal Emer-
<br />gency Administration of Public Works, but not to exceed, in any event,
<br />the sum of $52,200.

<br /> 2. This offer is conditioned upon the School Board of the
<br />City of Portsmouth adopting a resolution, agreeing ~o comply with the
<br />Terms and Conditions to be made a part of the Offer.

<br /> Section 2. That said City of Portsmouth, Virginia, agrees
<br />to abide by all Terms and Conditions relating to such grant, a copy
<br />of which Terms and Conditions were annexed to the Government's offer
<br />and made a part thereof°
<br />
<br /> Section 3. That the City Manager, E. B. Hawks, be and he is
<br />hereby authorized and directed forthwith to send to the Federal Emer-
<br />gency Administration of Public Works three certified copies of this
<br />resolution and three certified copies of the proceedings of this
<br />Meeting of the City Council, in connection with the adoption of this
<br />Resolution, and such further documents or proofs in connection with
<br />the acceptance of said offer as may be requested by the FederalEmer-
<br />gency Administration of Public Works.
<br /> Section $. It is hereby covenanted that work on the project
<br />described in the Offer will be commenced as early as possible, but in
<br />no event later than Janmary llth, 1937; that the work will be plar~ued
<br />so that it will reach a substantial peak before April llth, 1937; and
