<br />owned by the Department of Public Welfare, and no appropriation will be necessary.
<br /> The canning project and Recreation Project will not require City
<br />funds until after January let.

<br /> The following letter from ~he Superintendent of Schools, together with the
<br />resolution which they request the Council to approve, was pre~ented:

<br /> "The School Board at its meeting on November 6th, passed a resolution asking
<br />that the City Council approve its applloation to the State Board of Education for a lOan of
<br />$50,000. f~om the Literary Fund for the erection of the Colored School Building.
<br /> The application of the School BOard is attached hereto, together with the
<br />form to be used by the City Council, and the necessary resolution to be adopted.

<br />"At a meeting of theCounci! for the City of Portsmouth, held in the
<br />said City, on the 10th day of November, 1936.
<br />WHEREAS, The School Board for the City of Portsmouth, on the 10th
<br />day of November, 1936, presented ~o ~his Council, an application ad-
<br />dressed to the Sta~e Board of Educatinn of Virginia, for the purpose
<br />of borrowing from the Literary Fund $50,000. for the new Colored High
<br />School building kn Portsmouth, to be repaid as follows: 30 equal
<br />nus~ payments including interest at k% in the amount of $2,891.51 dol-
<br />lars each.
<br />RESOLVED, That the application of the Ci~y School Board to the Sta~e
<br />Board of Education of Virginia, for a loan of $50,000. from the Liter-
<br />ary Fund, is hereby approved, and authority is~hereby granted the said
<br />City Schoot Board to borrow the said amount f~r the purpose se~ out in
<br />said application.
