<br />Motion of Mr. Wilson to concur in the Manager's.recommendation, was adopted.

<br /> 2nd - "On September 2~th, the Superintendent of the Water Department, sub -
<br />mitred The following recommendation:
<br /> 'On the water shed of Lake Kilby and on land owned by-
<br /> the City between Lake Kilby pumping station and the N.& W.
<br /> Railway, there are a number of pine Trees; I have been ad-
<br /> vised by several lumber men that this timber is now at its
<br /> maximum growth and value, and should be cut.
<br /> This timber has been inspected by representatives of
<br /> · the Surry Lumber Company, and Brinkley Lumber Company, and
<br /> estimated to be about 250,000 feet and to be worth between
<br /> $1200.00 and $1500.00.
<br /> It is desirable, of course, to maintain~the timber growth
<br /> on the water shed and to avoid as far as possible, the cutting
<br /> or destruction of trees, but it appears that we should now re-
<br /> move these pine trees ten inch and over aU the butt in order
<br /> not to suffer the loss of the amount noted above.
<br /> I suggest that we advertise this timber for sale, and if
<br /> the prices Guoted Justify i~, that it be disposed of under
<br /> such reasonable restrictions as to cutting and removal as will
<br /> protect other growing trees.~
<br />
<br /> In accordance therewith, sale of the timber was advertised three days
<br /> in the Suffolk paper and four days in the Portsmouth Star.
<br /> E. H. Barns & Company submitted a bid of $2,5~0. and the American
<br /> Lumber Company, a bid for $1~200o
<br /> I recommend ttm. t the Superintendent of the Water Department be autho-
<br /> rized to accept the bid of E.H. Barns & Company, and award the contra¢~ ~o that Company."

<br /> 3rd - "The Armory Projects to cost $61,951~00, as estimated, has been ap -
<br />proved by the Works Progress Administration, and its contribution is $40,180.00. However, the
<br />contribution is made, with the proviso that, if on Narch 1st, 193~, the building is not com ~
<br />pleted, W.P.A. may withdraw from further participation, Lu which even~ it will be the City's
<br />obligation to finish~the work~
<br /> I have reason to believe that the work which may be done, together
<br />with materials which may be purchased and contracted for by Narch 1st, will place the City.
<br />in a position whereby not more.than ten ortwelve thousand dollars additional will be requi~-
<br />sd, should W.P.A. withdraw.
<br /> I am unefficia!ly advised that W.P.A. will hardly, on Narch laS, with-
<br />draw its s~pport from worthy projects, which are progress~g-satisfactorily.
<br /> In view of the desir~oility of the Armory and the remote chances of
<br />W.P.A's withdrawal, i~ is my opinion that the work should proceed.
<br /> I recommend that authority be given for construction of the A~mory
<br />and that it be located on the City's property, bounded by Broad St. on ~he west, Woodrow St.
<br />on the north, and Naryland Ave. on the east, unless some obstacle should arise to prevent-the
<br />use of the said site, in which event another site will be submitted, as early as practicable,
<br />for y~ur consideration.

<br />Notion of Nr. Howard to concur in the Nanager's recommendation, was adopted.
