The followtng comm~uications from the City Manager were read:

1st ~ "On September 23rd, 1936, I received the following communication from
V.C. Cassell, Jr.:
'I am writing you in regard to the-fifty dotlar~ re~
ward for the information leading to the arrest and con -
viction of three negro men, namely, William DaVis, Wiley
Bell and Joseph Kelly, for turning in false alarm on
night of Sept. 20th, at 2:12 A.M., from County and Godwin
Sts. They were arrested by Policemen Soule ~nd TurlinEton
at Elm Ave. and High S~ on information furnished by me,
and fined $50.00 and cos~ each in Police Justice Court.'
In. reply to my inquiry, the Chief of Police reported as follows:
~In reply to your letter of Sept. 2~th, relative to
claim of Mr. V. C. Cassell, Jr., for the $50.00 reward
usually paid for information leading to the arrest and
conviction of anyone turning in a false fire alarm, I
wish to rep6rt the following.
On Sept. 20th, Mr. Cassell saw ~illiam Davis turn
in the first alarm from County and Godwin Sts., and gave
this inform~tio~ to Officers Boule and Turlington, who
caugh~ William Davis, Wylie Bell and JOseph Kelley, later
turning in ~n alarm at High and Elm Ave. All three men
were found ~uilty by the Police Cour~ and fined $50.00
and costs each.
Trusting this is the information you desire.~
Police Court records show that Willie Davis, Wylie Bell and Joseph
fined $50.00 and cost, each, on Sept. 20th, and are now serving Jail terms, in de-
of the fines.
The Council records show ~he following resolution, adopted on March

'Tb~t,~sfter this date, a reward of $50.00 be
given to any person who will furnish information that
will lead to the arrest and conviction of the person
giving a falae alarm of fire.'

It appears that Mr. Cassell is entitled to a reward of $50.00 and I
~he payment be authorized. No appropriation is necessary."
