November lOth, 1936. <br /> <br />Resolut ion - <br /> <br /> "Protesting against insufficient wages of laborers in the <br />Public Service Department (Street Cleaning andDrainage): City <br />of Portsmouth, Virginia. <br /> ~HEREA$, since wages for the white and colored laborers <br />in the subject Department have been for some time set at $18.00 <br />for the former, and ~15.60 for the latter, based on a six day <br />week, <br /> WHEREAS, since April 1st, 1936, some thirty-five white mud <br />twenty colored laborers have been permitted to work but five d~ys <br />per week, on an average, receiving thus only $1~.00 and $12.80 <br />respectively, and <br /> ~.~HEREA$, these are commonly acknowledged to be wages that <br />do not and can not afford a decent living for a man and his depen- <br />dents (considering the current cost of living, locally), the said <br />men having been obliged to lose an averaMe of three and one half <br />months out of each twelve month period, and <br /> ~HEREA$, it has come to the attantion of many local citizens <br />that inevitable dissatisfaction has resulted in a let down in the <br /> day by day efficiency of the said p~olic servants, <br /> WHEREAS, we deem it Just and fitting in the circumstances <br /> that the subject men should receive a minimum wage equal to that <br /> now paid to classified labor employed by the Government in this vi- <br /> cinity, · .e. the Public Works Department, U.$.Navy ~ard, Naval <br /> rating Base, e~c., be it hereby <br /> RESOLVED, ~hat we, the Grievance Committee of the Portsmouth <br />Central Labor Union do urge you, in the name of those who have no <br />spokesman of their own, to grant these men a full six days' Pay per <br />week, at the said advanced wages, as mentioned in the last paragraph, <br /> Respectfully submitted by the Grievance Committee, Ports- <br /> mouth Central Labor Union. <br /> (Signed) H.P.
