For Mr. Hawks, as a gentlem~u <br />and an honor~ole citizen, I hold the hi~heet regard an~ esteem <br />and I am Truly thankful to him for the service heretofore ren- <br />dered. Unfortunately, however, situations in public administra- <br />tion arise which force one, in honesty to his constituents, to <br />forego momentarily at least the fact of personal friendship and <br />to deal solely in an attitude of unaffected business. Such a <br />status is ours today and it is required that I meet it in frank- <br />ness ~ud honesty.
