Februar~ 12, 2002 <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 39 - Adoption of a motion to transfer $51,613 from the Grants Contingency Fund to <br />support the Juvenile Accountability Incentive Block Grant Program. <br /> <br />This program allows the Community Criminal Justice Board to identify and fund <br />services for seriously violent juvenile offenders in the City. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $51,613 from the Grants Contingency Fund to <br />support the Juvenile Accountability Incentive Block Grant Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $46,452 in federal <br />funds to provide this program locally. <br /> <br />· The Juvenile Accountability Incentive Block Grant Program allows the Community <br />Criminal Justice Board to identify and fund services for seriously violent juvenile <br />offenders in Portsmouth. <br /> <br />Financial Impact: <br /> <br />· There is a $5,161 local match required. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to transfer $51,613 from <br />the Grants Contingency Fund to support the Juvenile Accountability Incentive Block <br />Grant Program, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 40 - Mr. Griffin offered the following nominations for the Empowerment 2010 <br />Governance Board: <br /> <br />James T. Martin <br />Daniel R. Evans <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to close the nominations, and <br />there being no further nominations, the above nominations were adopted by unanimous <br />vote. <br /> <br />02 - 41 - Items Submitted by Council Members <br /> <br />Councilman Moody requested a briefing from the City Manager on receiving <br />adequate police protection. <br /> <br />Councilman Pitts acknowledged Erika Jenkins' appointment as City Clerk of Suffolk. <br /> <br />02 - 42 - Non-Agenda Speaker <br /> <br />1. Garrett Shelton, President of the Fraternal Order of Police, 417 County Street, spoke <br /> on the City Manager's remarks and support for a new pay plan. <br /> <br />J. Brewer Moore, 308 Bobby Jones Drive, spoke on New Year's Resolution #8, <br />Franklin's Advice, History Commission and 1968 City Report on non-taxable <br />property. <br /> <br />3. Robert McDaniel, 64 Harvard Road, spoke on the City Manager's remarks and pay <br /> for police officers. <br /> <br /> <br />
