February 12, 2002 <br /> <br />The Council recognizes the Hampton Roads Region as a region <br />contemplated by the Act and hereby declares itself to be a member of, <br />and a participant in, the Hampton Roads Region. <br /> <br />The Council supports the Partnership's efforts to carry out the provisions <br />of the RCP and apply for monetary incentives on its behalf. <br /> <br />The Council approves the RCP fund distribution methodology and <br />authorizes the Partnership to receive on its behalf all incentive funding for <br />the five-year qualification period beginning in the 2003 fiscal year." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 38 - Adoption of a resolution authorizing the City Manager to grant an easement to <br />Columbia Gas for underground gas lines not to exceed 20 feet in width across property <br />of I. C. Norcom High School adjacent to London Boulevard for drainage improvements. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to grant an easement to <br />Columbia Gas for underground gas lines not to exceed 20 feet in width across property <br />of I.C. Norcom High School adjacent to London Boulevard <br /> <br />Purpose and Need: <br /> <br />· This easement is requested because the drainage improvements that will be <br />constructed by VDOT along Jamestown Avenue and London Boulevard necessitate the <br />removal of the present gas lines and replacement of same over the I.C. Norcom High <br />School property adjacent to London Boulevard. <br /> <br />· The School Board has reviewed and approved this easement. <br /> <br />Financial Impact: <br /> <br />· Columbia Gas expects the easement to be provided without compensation to the <br />City. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO GRANT AN EASEMENT <br />TO COLUMBIA GAS OVER AND UNDER A PORTION OF THE PROPERTY OF I.C. <br />NORCOM HIGH SCHOOL ADJACENT TO LONDON BOULEVARD. <br /> <br /> WHEREAS, the improvements to drainage along Jamestown Avenue and <br />London Boulevard being undertaken by the Virginia Department of Transportation <br />make it necessary for Columbia Gas to remove and relocate a portion of its lines along <br />and within the north side of London Boulevard to the south side of London Boulevard; <br />and <br /> <br /> WHEREAS, the appropriate placement for the relocated lines would be in an <br />easement not to exceed 20 feet in width across property of I. C. Norcom High School; <br />and <br /> <br /> WHEREAS, Columbia Gas has requested that such easement be granted in <br />order that the improvements may proceed. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby is authorized to grant to <br />Columbia Gas an easement for the sole purpose of providing underground facilities for <br />the distribution of natural gas, said easement not to exceed 20 feet in width, and to <br />begin on the east side of Jamestown Avenue at its intersection with the southerly right <br />of way line of London Boulevard, and thence run along and adjacent to London <br />Boulevard 225 feet, more less." <br /> <br /> <br />
