Februar~ 12, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 12, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on January 22, 2002, a Regular Meeting on January 22, 2002, and a <br />Called Meeting on January 28, 2002, and was adopted by unanimous vote. <br /> <br />Presentation: <br /> <br />· Proclamation presented to Vernon Randall, Vice President of the NAACP, for <br /> "African American History Month". <br /> <br />City Manager Daniel M. Stuck apologized to public safety personnel for comments <br />made by him in a recent interview. <br /> <br />- Public Hearing - <br /> <br />02 -36 - Public hearing on a use permit application: <br /> <br />(a) UP-02-01 <br /> <br />DOWNTOWN NEIGHBORHOOD - David Amory requests a use <br />permit to operate a restaurant and two apartment units at 446-448- <br />450 Green Street. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that UP-02-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />02 - 37 - Adoption of a resolution authorizing the Hampton Roads Partnership to carry <br />out the provisions of the Regional Competitiveness Program (RCP) and approve the <br />fund distribution methodology proposed by the Partnership. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the Hampton Roads Partnership to carry out the <br />provisions of the Regional Competitiveness Program (RCP) and approve the Fund <br />Distribution Methodology proposed by the Partnership. <br /> <br />Purpose and Need: <br /> <br />· The General Assembly adopted the RCP in 1996 to encourage counties, cities and <br />towns to work together for their mutual benefit and that of the Commonwealth of <br />Virginia. <br /> <br />· The Hampton Roads Partnership in close cooperation with the Hampton Roads <br />Planning District Commission will submit the Hampton Roads Region's Re-qualification <br />funding under the RCP. <br /> <br />· The City supports the Hampton Roads Partnership's efforts to carry out the <br />provisions of the RCP and authorizes the Partnership to receive, on its behalf, all <br />incentive funding for the five year qualification period beginning in the 2003 fiscal year. <br /> <br />Financial Impact: <br /> <br />· No disbursement of City funds is required. <br /> <br />1.
