<br />and September, which was $9.45. I have talked to Mr. Parker about this bill, oneSaturday
<br />afternoon. He asked me to come back the following Monday.
<br /> I went, but was unable to catch him in his office. My previous bills have
<br />been $2.?0. The Water Department has sent a man twice to tess my pipes and found that they
<br />did no~ leak. I am~sure that I have not consumed the amount of water charged to me. So I
<br />am asking you gentlemen for adjustment, as I am unable to pay such a bill.

<br /> The following letter was read and referred to the City Attorney:

<br /> "On October 13, 1936, as evidenced by receipt #2138, I paid taxes amounting
<br />to $1~.58 being assessment of $250.00 on land and $300~00 on the building 2202-0h Chestnut
<br />Street.
<br /> The building on this land was removed in 1932 and was not assessed until
<br />1935. As my ~axes were paid on the prepayment plan, the er or was not discovered and the
<br />City refunded $7.96 erroneously assessed ~n !935o As I have paid the taxe~ again in 1936,
<br />on the building-which does not exist, I respectfully request that I be ref,~nded the $7.95.

<br /> ~Whereas, the Portsmouth Teachers Association has recently obtained the in -
<br />formation from the local press tha~ the City Manager recommended the restoration of salary
<br />cuts for practically all city employees except the teachers, we deplore the unfairness and
<br />the injustice of such action°
<br /> Whereas, the City has prbfi~ed by our cooperation during the financial de =
<br />pression from the surrendering of cuts from our salaries, we can but note the unfairness in
<br />~he discrimination against us in ~he restoration of salary schedules.
<br /> Whereas, during the financial strain, the ei~y governmen~ profited largely
<br />at our expense, and whereas.. ~he living expenses have increased, and, whereas, the following
<br />demands upon the ~eachers have been made: (Memberships in national, state, and local associ-
<br />ations; educational ~ours; educational advancement including summer school attendance, exten
<br />sion courses, reading cot~rses, subscriptions to educational literature); and, whereas, we are
<br />expected to take the lead in contributing to and supporting charitable institutions and eom -
<br />munity projects, permit us to'say that our salaries are insufficient to meet these dem~uds.
<br /> Therefore, we, the Portsmouth Teachers~ Association, petition the 0ity Mana-
<br />ger, the Mayor, and Members of the City Council, ~o enlarge their budget sufficiently to pro-
<br />vide for the restoration of She salary outs of the Portsmouth Teachers.

<br /> "The Portsmouth School Board at its meeting on Monday ni~h~, January k, unani-
<br />mously adopted the foltowtug resolutions and directed that they be transmitted to the City
<br />Council. The resolutions are as follows:
<br /> 'That the City Council be requested to give most careful
<br /> consideration of the request of the ~¢hool Board as set
<br /> up in i~s Budget for 1937, presented to the City 0ouncll
<br /> in October, for ~u appropriation of ~20,464.10 in order
<br /> ~o restore the six per cent reduction in salaries of school
<br /> employees, ~ud that it be urged ~o grant the request if the
<br /> f~uds can be provided.
<br /> That the City Council be reminded that the salaries of
<br /> school employees were cut ~en per cent and six per cent in
<br /> 1932, because of gun. early reduced receipts, a~ that both
<br /> of ~hese cuts are in force at this present ~ime; an~ fur -
<br /> ther, ~mt the Board has not stressed this matter of the
<br /> restoration of the six per cent cut before the Codicil be ~
<br /> cause it was under the impression that the estimated re -
<br /> ceip~s for 1937 were entirely inadequate even for partial
<br /> restoratio~ of cuts; but since it now appears that the in~
<br /> creased receipts for 1937 may be such as to enable the City
<br /> Council ~o take favorable action in this matter, the School
<br /> Board now most respectfully urges the City Councilto make
<br /> the necessary appropriation of $20,464.10 for this purpose.~
