<br /> Minutes of regular meeting held December 22nd, 193~, were read and approved.
<br /> The following communications from the City NanaMer were read:

<br /> 1st - ~Attached you will find application from the Virginia Department of
<br />Eighways to install one 15,000 gallon capacity tank, for the storage of kerosene, on the
<br />Deep Creek Boulevard, aT the Portsmouth Belt Line Y Siding. Captain John Shannon, of the
<br />Fire Prevention Bureau, has visited the premises and has approved the application.
<br /> I therefore recommend that permission be granted, by the Council, for
<br />the erection of the ~ank; same to be erected under the supervision of the Chie~ of the Bu
<br />reau of Fire PrevenTion, and in conformity with ordinance covering erection of Oil tanks."

<br />Motion of Mr. Fox to concur in the Manage?s recommendation, was adopted.
<br />
<br /> 2nd "This is to inform you tha~ Mr. B.A. Johnston has been appointed Sealer
<br />of Weights and Measures and License Inspector, effective January let, 1937, which position
<br />was formerly held by Mr. R.G. Lowe."

<br />Department of Public Service, effective January 15th, 1937:

<br />Joseph F. Weaver, Jr., City Engineer, retired.

<br /> Motion to file the appointment of M.E. Haug as City Engineer, and to approve
<br />the retirement of Mr. Weaver, at $1200.00 per year, was adopted.
<br />

<br />Portsmouth, to take effect on January 15th, 1937.
<br /> -I recommend a pension for Mr. C.E.
<br />$600.00 a year."

<br /> Motion ef Mr. Weiseman to file the apDointmenT of L.A. Watson as Plumbing In-
<br />specter, and To approve a pension for C.E. West, of ~600.00 a year, was adopted.
<br />
<br /> 5th - "Effective January 15th, 193Y, the services of Dr. V.J. Meads, Oity
<br />Physician; and H.L. Alexander, Assist~ut Food Inspector, will be discontinued.
<br /> These changes were made, in order to bring about an equ.itable adjust-
<br />ment of ~he City's payrolls."

<br /> Motion of Mr. Weiseman to approve the action of the City Manager, was adopted.

<br /> L.C. Warren promoted from Sergeant to Captain, effective January 1st, 1937
<br /> W.T. Johnston promoted from Patrolman to Sergeant, effective J~uuary 1st, 1937

<br /> Motion of Mr. Weiseman to concur in the City Manager's aotion~ was adopted.
<br />
<br /> 7th - ~I have made'a'study of the tax situation, and my conclusion is that we
<br />c~u make the tax rate on real esTafe end personal proR~rty, for this year, $2.50, instead of
<br />$2.65. --~-S~reeommend.
<br /> I have two reasons for this. One is that the taxpayers need some en
<br />couragement. My other reason is that if our tax rate is hitcher than that of Norfolk, we can
<br />not hope to locate any new industries.
<br /> I thi~ this action should be taken at once."
<br />
<br /> ~otion of Mr. Howard to approve the City Nm~agergs recommendation and that the
<br /> Attorney present an ordinance covering same, was adopted.
