The only ordinance which we seem to have upon the subject, at the pre- <br />sent time, is in the license tax o?dinance, providing a license of $76,'00 per day for carni- <br />vals, festivals, bazaars or similar shows or whatever nature. The ordinance provides: "This <br />license is to be issued only to such shows as comply with the State law In every particular, <br />and issued with approval of the City Manager, and shall apply to all shows under any auspi- <br />ces, whether for charity or personal profit." <br /> As I understand the matter, the City ~ana~er is willing to approve <br />the carnival, providing that there is no objection from the City Council.~ <br /> <br /> Motion of Mr. Wilson to file ~he City kttorney"s opinion and ~o grant the <br />Ladies' Auxiliary of Veterans of Foreign Wars the privilege of holding a carnival in the City <br />in April, provided the regular tax be paid, was adopted. <br /> <br /> The following ordinance~ laid on table'a~ last meeting, was taken up and read: <br /> <br />"AN ORDINANCE IMPOSING aND COLLECTING TAXES ON REAL ESTATE, TANGIBLE <br />PERSONAL PROPERTY, AND NACHtNERYWITHIN THE LIMITS OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, FOR THE PURPOSE O~ RAISING REVENUE FOR THE SUP- <br />PORT OF THE GOVERN~ENT AND THE PUBLIC FREE SCHOOLS AND TO PAY INTER - <br />EST AND SINKING FUND ON THE PUBLIC DEBT, FOR THE YEAR BEGINNING JANU- <br />ARY l, 1937.'~ <br /> <br /> Motion of Mr. Weiseman to amend by making the third paragraph to read as <br />follows, was adopted: <br /> <br />~The annual taxes on real es~a~e shall be paid in two equal instalments, <br />the first instalment for the year 1937 shall be paid on or before june <br />30, 1937, and the second instalmen~ shall be paid on or before November <br />30, 1937. Any person failing to pay the first instalment on or before <br />June 30, 1937, shall incur a penalty of one half of one per cent on the <br />amount of the taxes due on such instalment, and an additional penalty <br />of one half of one per cent on the first day of each month thereafter <br />so long as the taxes remain unpaid until a ~otal penalty of five per <br />cent is added on the principal amount of the taxes. Any person failing <br />to pay the second in~al~ent on or before November 3©, 1937, shall incur <br />a penalty_of one half of one per cent on ~he amount of the taxes due on <br />such instalment and an additional penalty of one half of one per cent on <br />the first day of each month ~thereafter so long as the taxes remain unpaid <br />un~il a total penalty of five per cent is added on the principal amoun~ <br />of the taxes.
