<br /> At a special meeting of the Ci~y Council, held February 19th, 1937, at 8:00
<br />P.M., there were present:

<br />John P~ Leigh, Leslie T. Fox, George L. Grimes, James N. Howard, W.R. Hut-
<br />chins, F.D. Lawrence, C.E. Warren, H. Earl Weiseman, Pearls J. Wilson.

<br />The following call for the meeting was read:
<br />
<br />"Please attend a special meeting of the City Council, on Friday,
<br />February 19th, 1937, at 8:00 P.M., in the Council Chamber, to con-
<br />sider:
<br /> 1st - Report of Mr. L.T. Klauder, on a municipally-
<br /> owned electric light and power plant.
<br /> 2nd - Advertising delinquent max list.

<br /> On motion of Mr. Howard, the second item on the 'call was taken up, and in con-
<br />nection therewith, the following letter from the City Manager was read:
<br />
<br /> "In order to comply with the letter of the law, it is necessary for the Coun -
<br />oil to authorize the City Manager and City Collector to advertise the delinquent tax lift. The
<br />list is ready to go to press.
<br /> If we succeed in collecting as much as one-fifth of the back taxes, we will
<br />have no~ only enough money to carry out our program for this year, but will be able to make a
<br />still further reduction in the ~ax rate next year.~l~
<br />
<br />-and, on motion of Mr. Howard, action on same was deferred until next meeting.
<br />
<br /> Mr. Klauder presented his report on municipal electric light plant for the
<br />City, and in connection therewith, the following letter from the City Manager was read:
<br />
<br /> "During the last six weeks, I have giver oonslderab!e thought amd study to the
<br />question of building a municipally-owned electric plant, cost of which will be approximately
<br />two mill ion dollars. To b~ild the plant we must obtain a liberal grant from the Federal
<br />ernment. To operate it on a paying basis, we ~st have exclusive right to furnish electricity
<br />within the City limits.
<br /> I recommen& that Mr, Elauder leave with us the complete plans and specifica-
<br />tions, together with such advice as he deems to be to the Cityls best interest. Since meeting
<br />Mr. Klauder, I am quite sure that any advice he may give ut will be both sound and conscien-
<br />tious."
<br />
<br /> Motion of Mr. Hutchins to accept Mr. Klauder's report, and authorize the City
<br />Manager ~o pay Mr. Klauder for services rendered, in accordance with agreement made, was
<br />adopted, and by the following vote:
<br />
<br />Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, Warren, Weiseman,
<br /> Wilson
<br />Nays: None.
<br />
<br /> Motion of Mr. Fox that the committee recently appointed be authorized to apply
<br />to the Government for a grant, was adopted, and by the following vote:
<br />
<br />Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, Warren, Weiseman,
<br /> Wilson
<br />Nays: None.
<br />
<br />On motion of Mr. Hutchins, the following resolution was adopted:
<br />
<br /> "APPLICATION RESOLUTION
<br /> RESOLUTION NUMBER
<br />
<br /> A resolution authorizing Charles F. Harper, City Manager,
<br />to file an application to the United States of America through the
<br />Federal Emergency Administration of Public Works for a loan and
<br />grant to aid in financing the construction of Municipal Electric
<br />Light Plant and designating Charles F. Harper, City Manager, to fur-
<br />nish such information as the Government may request.
<br />
<br />Be it Resolved by the 0ouncil of the City of Portsmouth, Virginia:
<br />
<br /> tEOTION 1. That 0harles F. Harper, City Manager, be and
<br />he is authorized to execute and file an application on behalf of City
<br />of Portsmouth, Virginia, to the United States of America, for a loan
<br />and grant to aid in financing the construction of Municipal Electric
<br />Light Pi~nt.
<br />
<br /> SEOTION 2. That Charles F. Ha~er, City Manager, is hereby
<br />authorized and directed to furnish such informaZion as ~he United
<br />Sta~es ofA merica through ~he Federal Emergency Administration of Pub-
<br />lic Works may reasonably request in connection with the ~oplication
<br />which is herein authorized to be filed."
