study this ordinance before its passage. <br /> SECOND: The Virginia Electric and Power Company is now operating under an al- <br />leged thirty-year franchise which expires in 1950, under which the said Company, or its pre- <br />decessors, agreed to pay to the City of Portsmouth, as a franchise tax, the sum of two and <br />one half per cent on its gross revenue. Since t919, the Company has refused to pay the two <br />and one-half per cent franchise tax but instead has paid one half~ of one per cent. <br /> THIRD: We desire time in which to investigate the advisability and possibility <br />of erect~ing a municipal power plant and if this ordinance should gc into effect, there would <br />be no chance of the City erecting a mumicipal plant. <br /> <br /> · FOURTH: The Power Company has heretofore claimed to hold a perpetual franchise <br />in the City of-Portsmouth, and the proposed contract leaves this claim to be settled at some <br />future date. <br /> <br />(Signed) Bayard E. Davis Camp #~, United Spanish War Veterans <br />applied to the City for a donation to erect a monument at the City Park. <br /> Upon investigation b~ the City Attorney, it was found that the State <br />law did not permit the City to make the donation. Mr. Thomas C. Parker, Assistant Director, <br />Federal Arts Project, Washington, D.C. states: <br /> ~If the proposed monument is to be of a public nature <br /> an& will be sponsored by the City of Portsmouth, it may be <br /> possible to secure approval throuEhW.P.A.~, <br /> I recommend that the City go on record as sponsoring the project, as <br />I believe we all feel that this is a Fery worthy cause." <br /> <br /> Motion of Mr. Wilson_to concur in the ~anager~s recommendation was adopted. <br /> <br /> 2nd - "The recently organized Industrial Commission, of which Mr. Weiseman is <br />Chairman, will need some funds to pay some small bills which the Commission w~ll create from <br />time to time. <br /> I recommend that we appropriate $300.00, for the present, to meet these <br />bills." <br /> <br /> On motion of Mr. Weiseman, the Manager,s recommendation was concurred in~ and <br />the said appropria~on of $3OO.00 was made, and by the following vote: <br /> <br /> <br />
