These lots were <br />bid in by Mr. A. E. Parker, in behalf of the City of Portsmouth, am $25.00 and $200.00 res- <br />pectively. The Court did not~confi~_rmthese sales and'Mr. Charles F. Harper, the City Mana~ <br />get, and myself have ~een endeavoring to find purchasers for the'property. I have received <br />an offer on. Zhe telephone, of $25.00 for zhe Wilcox Ave~ lot, but we have been unable to <br />find a purchaser for the Columbia St. lot~ It is our purpose to allow the Wilcox Avenue <br />lot to be'sold for the above price and to request that the other lot be conveyed to the City. <br />There are considerable County and State taxes due on the. Wilcox Ave. lot, and considerable <br />State taxes due on the Columbia St. lOto These will be subject to future adjustment; all <br />state taxes on real estate having been segregated to the City. <br /> We have several other parcels of land which we expect to sell soon for <br />taxes. <br /> I respectfully request that the remaining zaxes on the four parcels of <br />land above set out be relieved." <br /> <br />Motion of Mr. Hutchins to concur in the ~ttorney's recommendation, was adopted. <br /> - UNF~ISF~ BUSINESS - <br /> <br /> The following letter from the Oity Manager, laid on table at last meeting, was <br />taken up and read: <br /> <br /> "During the last six months, we have made considerable improvements in the <br />s~reets, az very little cosZ to the City, but we have about reached our limi~ in the budget, <br />and we have some additional street work that ~ast be done. <br /> The City Engineer and I have made an estimate which will require an appropri- <br />ation, at this time, of $4,800.00 for material. I want to do this work while we can get the <br />benefit of W.P.A. labor, without cost to the City, and I so recommend." <br /> <br /> Motion of Mr. Weiseman to concur in the Manager's recommendation and to make <br />an appropriation of $$, 800.00 for said purpose was adopted, and by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, Weiseman, Wilson <br />Nays: None <br /> <br />The following ordinance, laid on table a~ last meeting, was taken up and read: <br /> <br />~AN ORDINANCE TO AMEND AND RE-OHDAIN SECTION SEVENTY-FOUR OF / <br />~HE LICF2~SE TAX ORDINANCE ADOPTED BY THE CITY COUNCIL APRIL <br />13th, 1937." <br /> <br />vote: <br /> <br />On motion of Mr. Hutchins, said ordinance was adopted, and by the following <br /> <br />Ayes:. Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, Weiseman, Wilson <br />Nays: None <br /> <br />filed. <br /> <br />The report of the City Colleczor for July, 1937 was received and ordered filed. <br />The report of the Accounting Department for July, 1937 was received and ordered <br /> <br />NEW BUSINESS - <br /> <br />The following letter was read:- <br /> <br /> "Recently, at the request of my friends, I became a candidate for the office of <br />Delegate from the City of Portsmouth, Virginia, to the General Assembly of Virginia. At the time <br />I filed my notice of candidacy ~and paid my filing fee of $14.~O, I did not anticipate any diffi- <br /> culty in being relieved from ~he Civil Service regulations pertaining to governmental employees <br /> running for office. However, after filing, I was advised that I would not be relieved from <br /> these regulations, and therefore was forced to withdraw my candidacy. .I promptly notified Mr. <br /> Hall, Chairman of the City Democratic Committee and also the Chairman of the ElectOral Board <br /> and had my name withdrawn so that it was not printed on the ballots. <br /> On the basis of these facts, I wish to apply to you for a refund of the $14.$0 <br /> paid as a filing fee. Since I withdrew before any expense was caused the City, I'feel justi - <br /> fied in requesting the refund of the $14.~0 filing fee and tr~st that you gentlemen will accede <br /> to my request~ours truly, J.T. Hanvey, 1106 DinwiddieSt~" <br /> <br /> Motion of Mr. Fox to make said refund, was adopted. <br /> <br /> The following letter was read: <br /> <br /> "On Wednesday night, August ~th, 193~, the Portsmouth City Auditorium was ~nt~ <br /> ed by the Milk and Ice Fund of the Portsmouth Star Publishing Corporation, for the purpose Of <br /> holding a ~enefit p~ogram. Th'e usual rent~l of $15.00 was paid, and as the sh6w $as staged for <br /> charitable purposes, we would like to request a refund of the rental paid. <br /> <br /> <br />
