At a regular meeting of the City Council, held on. September 28th, 1937, at

<br /> H. Earl Weiseman, ~earle J. Wilson, City Manager.

<br /> Minutes of regular meeting,held on September 14th, were read and approved.
<br /> The following communications from theCity ~anager were read:
<br />
<br /> let - ~lWe find that the floating equipment of the Atlantic Coast Line, has
<br /> for many years,, been assessed by the Corporation Comm. ission as being in Norfolk County, and
<br /> Norfolk County has been receiving taxes f~om this assessment, while none of this equipment
<br /> operates in the County.
<br /> We have taken thi~ matter up with the Corporation Commission and Nr.
<br /> Barclay, City Attorney and Nr. Parker, City-Collector, have recently made a trip to Ric~hmond
<br /> and explained the situation to the Commission, and we feel quite sure that in the future,
<br />-Portsmouth will get the benefit of this assessment., '
<br />
<br /> On motion, same was ordered filed.
<br />
<br /> 2nd UYour Committee, consisting of the Nayor and City Manager, wish to re~
<br />port that we are making rapid progress in rebuilding the quarters for the colored inmates
<br />at the City Home.
<br /> We hope to finish in about two weeks, after which we want to invite
<br />the Council, as a ~hole, to visit the premises and inspect the building."

<br />stration, has been down and inspected the Armory and is well pleased..

<br /> ~th - "The appropriation to pay Nrs..~Nary LeOompte and Nfs. Hazel Reid, two
<br />investigators in the Social Servi~e Bureau, will b~ e~hausted on October let.
<br /> I understand from Dr. Denny~and Nfs. Williams that their services are
<br />badly needed. I therefore recommend an appropriation of $20~.00 for three months, October,
<br />November and December.,
<br />
<br /> Notion of Mr. Fox to concur in the Nanager~s recommendation and to appropriate
<br />$20~.00 for said purpose, was adopted, and by the following voZe:

<br /> 5th - "There ~as referred to me, at the last meeting of the Council, two re
<br />quests for street improvements - one ~Crawford Bt., and one on Columbia St., from Elm Ave.
<br />to Godwin St.
<br /> We have taken up with the Seaboard, through the Chamber of Commerce,
<br />the question of the Crawford $~. improvement, with the request that the ~railroad bear one
<br />half of the cost.
<br /> Sometime ago, when the $~,800.00 appropriation for street i~orovements
<br />was made, this money ~as divided abo~,'equaliy between the different wards.- The C~lumbia
<br />petition was not before us at that time, and was not included in the pro,ram. However, we
<br />will do this work as soon as our finances will permit~"

<br /> The following communication from the City Nanager, laid on table at last meet-
<br />ing, was taken up and read:
<br />
<br /> "Your Committee, consisting of the May~r and City Nanager, have begun remodel-
<br />ing the negro section of the City Home. We are raisLng the house off the ground, building a
<br />fire-proof, double flue, solid wall around underneath, instead of pillars, adding room 17 x
<br />%3, new roof, covering the outside with~aSb~'~o~ shingles, and finishing the inside with
<br />sheet rock. The ceilings will be panelled.
<br /> When finished, the quarters ~fOr %the~colOred people will not only be comfort-
<br />able, but will look well, and I feel will be a credit to all of us.
<br /> For this work, we~e asking an appropriation of $1,900.00, at this time."
