?ne Co~oensatio~ report for Janus,?y, of the Treasu~er, Commissioner of Reve-

~ne following letter was read:

"We, the undersigned licensed eleatrical contractors feel that there should
be a change in the City Code governing Electrical Contractors.
At present, each contractor is required to pay a license fee of seventy-
t~ ~
six dollars ($y6.00) flat rate with.no inspection fee. In o ne. cities, in the State, the
license fees are from ten dollars to twenty five dollars, with an inspection fee for each job
done, ~ccording to the size of the job.
We feel that the fee system is the only fair system, as each contractor pays
for the s~monuut of work he does.
The City of Portsmouth, according.to Er. George Eatthews, City Electrician's
report to the City Nanager for the month of December, 193Y, had eight electrical contractors
paying a license fee to the City of Portsmouth. Eleven out of town contractors registered pay-
ing the City of Portsmouth nothing.
According to our present City ordinance smd the Virginia State license tax
co~e, a Norfolk electrical contractor can come to our City ~ud do any e~ount of work without
the City getting any revenue at all from said out of town contractors.
~ If a Portsmouth electrical contractor goes to Norfolk to do shy wo~ he is
required to pos~ Seventy dollars ($70.00) examination fee before he csndo any work.
Gentlemen~ we do not thLuk this~is fair. The largest jobs that have been
let in Portsmouth in the past few years, the New Professional Building, Dwinell ~right Coffee
Plant, American ~etal Bearings Corpn., Pine G~ove Dairy, Kresge~s 5 and l0 ct. store, the
Portsmouth Coal and Ice Company, Virginia-Carolina Fertilizer Company~ have all been do~e by
Norfolk contractors and Leggetts Dept. Store b~ Leggetts themselves, out of the Danville of
fice, all without~ the City of Portsmouth getting a oen~ of revenue from any of these Jobs.
We honestly believe the City of Portsmouth should derive a.revenue from each
and every job according to the size of the Job. We beg of you, our Council, to allow us a
small license tax with a fee for-each jo~ ad6b~ding~0 ~he-size of it. Also, to give us the
ss~e ordinance as to the e_xs~mina~ion fee~' the ~8~me a~ 't~e ~City of Norfolk hgs so that we may
be protected the same as our sister city 'P~0~ ~iE~q~rical contractors.
