- NEW BUSINESS - <br /> <br /> The following resolution was presented: <br /> <br /> "Vfh~reas. the accounts and records of the officeof A. E. Parker, City Collec- <br />tog were audited by ~. C~ Brlnson, City Clerk & Auditor, as of February 2$th, 1938, and accord- <br />ing'to ~he report o~ the City Clerk and Auditor, ~re found correct, as shown by the books cz <br />the City; and <br /> Whereas, it appears that it' is the duty of the City Cotuucil to have examined <br />yearly, the list of uncollected taxes, and to credit the Collector such taxes, as Lu their opin- <br />ion, could not have been collected with due diligence; and <br /> <br /> Whereas, it appears that A. Eo Parker, City Collector, should be credited <br />with all taxes levied in 193Y, remaining uncollected on the 28th day of Feb~aary, 1938, the <br />amount of which is shown in said re~ort of L. C. Brinson, City Clerk & Auditor. <br /> <br /> Now, The~efore~ Be it resolved by the Council of the City of Portsmouth, that <br />A.' E. Parker, City Collector, be credite? with all uncollected taxes levied in 1937,~ remaining <br />in his office on Fe~rus_~y 28th, 1938, s~ that he be relieved cf responsibility for not having <br />collected the s~me, but nothing herein contained~ shall be construed as relieving the payment <br />of said taxes by the persons owing the ss~me, or in relieving A.E. Pa~er, City Collector, from <br />his responsibility for m~z sums so collected.~ <br /> <br /> On motion of Mr. Fox, said resolution was adopted. <br /> <br /> Bill of Jo Shirley Hope, State G~me Warden, for destroying 109 tagless dogs, <br />at $2.50 each, amounting to $2?2.50, was received, and on motion of the Treasurer, was autho - <br />rized to ps~ same from funds in her hands from collection of Dog Taxes. <br /> <br /> The following letter_was read, and on motion of Er. Fox,_referred to the City <br />AtlO~ney: <br /> <br /> ~The City tax books for the year 1937 show the_following property assessed <br />against Vincent L. Parker s~d others: <br /> 1-2-3 & Pat. ~ - ~900-91~ inc. Chestnut St. <br /> 5 - Pts. 4 & 6 W.$. Chestnut St. <br /> ~ - Pt. 6 W.S. of Chestn-~ St. <br /> - N.S. of Ba~t St. <br /> 9 - S.S. of South St. <br /> All of the above property was sold to the School Board. of the City of Ports- <br />mouth in December, 1936, and the School Board actually started demolishing buildings thereon <br />sometime during the month of December of that year. <br /> I, therefore, request that we be relieved of this erroneous assessment. <br /> <br />Yours very t~y, <br /> <br />Vincent L. Parker." <br /> <br /> The following letter was read, and on motion of Mr. nutchins, referred to <br />the City Attorney: <br /> <br /> ~On Feb. 23, 1938, two negro boys were together on Spratley St., when one <br />of ~hem raug in a false alarm from fire alarm box at Webster Av~e. and Spratley St. I saw the <br />boy who turned in this alarm and when I tried to catch him, he ran, but I held the other boy <br />who was with him until the Park View Fire ~gine came and told Fireman Host that this boy was <br />with the boy who turned in the alarm. It was my holding this boy that placed Mr, Shannon in a <br />oosition to get the name of the boy who ran, resulting in a conviction in the Police Court, <br />February 23, 1~38. I am inclosing newspaper clipping of said conviction for your information. <br />I have teen i~ormed that you have a city ordinance which pays fifty dollars ($50.00) for such <br />information. If this is a fact, I feel that the City owes me the said amount. <br /> Trusting that you will look ~u to this matter, i am, <br /> <br />Very respectfully, <br /> <br />B.B.Powell, <br />63~ Webster Ave." <br /> <br /> The following Order of Cou~ was read, and on motion of ~r. Hutchins, referred <br />to the City Attorney: <br /> <br /> ~VIRGiNiA: <br /> At the Court of Hustings for the City of Portsmouth, Virginia, held on the 9th <br />day of April, 1937. <br /> <br /> In Re: Erroneous Assessment of) <br /> F.O. Robertson and L.J. H-~rst ) <br /> This cause came on this day to be heard upon the peition of F.O. Robertson and <br />LoJ. Hurst, after due notice of R.C. Barclay, City Attorney of the City of portsmouth and R.L. <br />Hutchins, Commissioner of Revenue of the City of Portsmouth, and F.Nash Bilisoly and Charles <br />F. Harper, Assessors, and the testimony of witnesses and was argued by counsel. Upon consider- <br />ation, it aopearing to the Court that the property known by present street numbering as numbers <br />210-212-21~= County St., was improperly assessed ~y the assessors in 193~, as shown on the Land <br />Book for the year 1935, at page 3~3, Eine ~ ane s~sO for the years 1936, 1937, it is adjudged. <br /> <br /> <br />
