<br /> At a regular meeting of the City Council, held March 8th, 1938, at 8:00 P.E.,

<br /> Minutes of regular meeting held Februsmy 8th, were read sad approved.
<br />
<br /> The following commmuications from the City Manager were read:
<br />
<br /> 1st - "Mr. J. N. Swan, who worked on the streets of the City for seventeen
<br />years, had to give ~o his work, because he was too feeble to carry on. He is a very old man
<br />and in need of help.
<br /> I recommend that we put.him on the pension roll, beginning April let,
<br />at $30.00 a modth, th~ same we are paying others i~ his condition."

<br /> Motion of Mr. Warren to concur in the Manager,s recommendation, and to ap-
<br />propriate $2?0°00 for said purpose, was adopted, and by the followingvote:
<br />
<br /> Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Lawrence,
<br /> Warren, Weiseman, Wilson
<br /> Nays: None
<br />
<br /> and - "I'have attached a letter from th~ Elizabeth River Garden Club, stat-
<br />ing that the Hig~hway D~oartment will co-operate with the Club and plant trees on Route 58,
<br />known as the new Suffolk Highway.
<br /> The Garden Club requests that the City co-operate, beginning at the
<br />City limits, coming this way. This oroject will require six~y-eight trees, and the Club
<br />proposes to f-~r$ish $50.00 on purchas~ price, and requests that t~eCity furnish $120.00, mak -
<br />zng a total of $1yO.O0. The trees will be set by W.P.A. labor, wztho~'cost to the City. I
<br />recommend an appropriation, at this time, of $120.00, for the purpose..

<br /> Notion of Mr. Hutehins to concur in the Manager,s recommendation and to ap -
<br />propriate $1~0.00 for said purpose, was adopted, and by the following vote:-

<br />regulating license taxes to be paid by plumbing, electrical and heating contractors, which I
<br />request be put on first reading, at this meeting."

<br /> "AN ORDINANCE PROVIDING FEES FOR INSPmCT_O~BY" T THE

<br /> "AN ORDINANCE PROVIDING FEES FOR iNSPECTiONS BY TPI~
<br />PLYING INSPECTOR"

<br /> Motion of Mr. Hutehins to place the above three ordinances on their first
<br />reading, was adopted.

<br /> 4th: "I herewith submit License Tax Ordinance for the year 1938, to be put
<br /> on its first reading. The City Collector sad I have gone over the present ordinance careful -
<br />-ly, and ~he only changes we recommend are as follows:
<br /> Page I - Chan~e l~3Y to 1938
<br /> Page 3 Sectzon $ - Add the word 'exhibition~
<br /> Page 28- Change date of adoption
<br /> I do not feel that the people who have to buy licenses to do business,
<br /> c~u pay any more, and the finances of the City will not permit a reduction at this time.~
