<br /> At a regular meeting of the City Council, held on April 12th, 1938, at 8:00
<br />there were present:

<br /> Minutes of meeting held March 22nd, were read and ~pproved.
<br /> The following communications from the ~ty Manager were read:
<br /> ~st "I have petition for improvements, from several colored citizens of
<br /> Lee Ward, which .the Council referred to me at ira last meeting.
<br /> In reply, y beg to advise that sewerage can not be installed in that
<br /> section, immediately. We can comply with some of the other requests, and will make as many
<br /> improvements in .that section as possible, as soon as me can get to it."
<br />
<br /> _On motion ordered filed.
<br />
<br /> ~fnd.- "The Board of _Supervisors Of Norfolk County has passed a resolution,
<br />requesting the ~tate Highway Department to take over the road from the east end of the bridge
<br />over Bain's Creek, connecting with the west end of King St., extending through the Park
<br />across the branch on the west of the park and connecting with Elm Lane, which has been made a
<br />part of the 8ta~e highway. At the request of the City and CoUnty, Mr. Rawls, District eom -
<br />missioner, an~ Mr. Hagan, District Engineer, have visited the premises, as representatives
<br />of the State Highway Commission, and have agreed to recommend to the Commission that the
<br />County's request, that the bridge and road be made a par~ of the State Highway, be granted.
<br /> I recommend that the resolution hereto attached, proposed by theState
<br />Highway Department and drawn by the City A~torney, ~? passed, to ~ake effect if and when the
<br />Highway Commission accepts and agrees to maintain trims road as a part of the highway system;
<br />provided, however, if not used or maintained at any time in the future, by the Highway eom -
<br />mission, the same shall revert back to the City, and all rights herein grante~ will be null
<br />and void.
<br /> S_ould this transaction be consummated, as I am quite sure it will
<br />be, it will be a great help to the Olive Branch section of Norfolk County, and a big saving
<br />financially to the City."

<br />Resolution -
<br />
<br /> "WHEREAS, the Board of tEoervisors of Norfolk 'County has recom-
<br />mended for acceptance into the Secondary System of Highways, the road
<br />ex~endirgthrough the City Park beginning at the eastern end of the
<br />bridge in City Park, on King Street, thence rtumuing through City Park
<br />on the main road, thence running southerly on the eastern side of the
<br />Park to the turn near the cemetery, thence in a westerly course to
<br />the west side of the Park a~d across the creek ~o Watts Lane.
<br /> NOW, THEREFORE, BE IT RESOLVED, By the Council of the City of
<br />Portsmouth, that if and when the State Highway Commission accepts
<br />said road into the Secondary System of Highways of said County, and
<br />u~dertakes to maintain the same from the east end of the bridge over
<br />Bain ~reek to the west boundary of theCity property, ~hen the City
<br />will convey, to the Commonwealth ~ Virginia the roadbed and right of
<br />way forty ($0) feet wide, together with the bridge over Bain Creek,
<br />upon the condition that should the land cease to be used for hi~h~ay
<br />purposes, the same shall revert to the City.".

<br /> On motion of Mr. Fox, the recommendation of the City Nanager was approved
<br />and resolution adopted.
<br />
<br /> 3rd - "On account of having to bring some Chancery suits to collect back
<br />taxes, some of which have not been paid since 190~, it was necessary to give Mr. Barclay a
<br />stenographic clerk for a while, to help him get up the necessary records. I have engaged
<br />Miss Jean Quinn at $60.00 per month, for whieh I request, at-this time, an appropriation of
<br />$ 8o.oo. ,
<br /> An appropriation for the two extra case workers in the Social ter~iee
<br />Bureau, Mrs. Mary LeOompte and Mrs. Hazel Reid, was made to April 1st. Mrs. N. 0. ~illiams,
<br />Superintenden~ of this Bureau, states that she still needs these two ex~ra case workers. I
<br />~herefore ask for an appropriation of $360.00 to extend ~heir services three months.
<br /> To make a success of our Cleam-up Campaign, it was necessary to give
<br />the Sanitary Inspector, Mr. Murden, in the Public Welfare Department, an assistant. I have
<br />engaged Mr. J.E. Butler, at $$.00 per day. He spends eight hours a day inspec~£ng on the
<br />outside. To pay him, I ask a~ appropriation, at this ~ime, of $300.00.
<br /> This will make a total appropriation out of the Surplus shown in this
<br />year's budget, of $8~0.00.~

<br /> Motion of Mr. Fox that the Manager's recommendation be approved and appropria-
<br />tion of· $~40.00 made at this time, was adopted, and by the following vote:
