Lawrence, C. <br />and theCity Manager. <br /> <br /> held April 26th, 1938, at 8:00 P.M., <br /> <br /> George L. Grimes, Jaso N. Howard, W.R. Hub- <br />El warren, H.E. Weiseman, pearle J. Wilson, <br /> <br /> At the request of Mr. <br />bergaI1, who ~spoke in behalf of a committee, petitioning the Council <br />Fourth Ward, particularly on Madison St. <br /> Motion of Mr. Warren that the matter be referred to <br />adopted. <br /> <br />Warren, privilege of the floor was grsnted Mr. E.H. <br /> for improvements in <br /> <br />the-City Manager, was <br /> <br />Nei- <br /> <br />Minutes of meeting held on April 12th, were read and ~oproved. <br />The following communications from the City Manager were read: <br />1st "I hereby recommend an appropriation of $200.00 to entertain the Veter- <br /> <br />ans of Foreign wars, Hibernian Irish Ameriean patriots, who will attend ~he launching here on <br />May 5th." <br /> Motion of Mr. Fox that the Manager's recommendation be approved and that ap - <br />propriation of $200.00 be made, for the purpose, was adopted, and by the following vote: <br /> Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, Warren, Weise- <br /> man, Wilson <br /> Nays: None <br /> <br /> 2nd - "I have bought equ%pment for the City Armory__as follows: <br /> 200 chairs at $2.00 each $ ~OO~00 <br /> 109 lockers & shelving, as specified <br /> Total <br /> After oo~letLug the Armory, outbuildings, e~¢., we had left over, <br /> $52E.~3, which I shall apply to p~chasing equioment.~ That leaves ~863.23 to finish paying <br /> for the equipment purchased to date. I request, at this time, an s~propria~ion of that <br /> amount." <br /> <br /> On motion of Mr. Weiseman, recommendation of the City Manager was approved, <br /> and appropriation of $863.23 was made, and by She followiRg vote: <br /> Ayes: Leigh, Fox, Grimes, Howard, Mutohins, Lawrence, Warren, weise- <br /> msn, Wilson~ <br /> Nays: None <br /> <br /> 3rd - "I have a letter from Mr. Haug, City Engineer, and also request from <br /> Councilma~ Howard, that ~. B. Seawell, of the Street 01e~uing Department, who is incapacita- <br /> ted for future work, be pensioned. <br /> Mr. Seawell is seventy-seven years old. I have had an interview with <br /> him, amd he is very feeble. He has been in the employ of the Oity continuously for eighteen <br /> yea/~s. <br /> I re~ommenzl that he be pensioned at $30.00 per month, effective May <br /> ist." <br /> On motion of Mr. H~ward, the recommendation of the Manager was.approved, and <br /> by the following vote: <br /> Ayes: Leigh, Fox, Grimes, Howard, Hutehins, Lawrence, Warren, <br /> Weiseman, Wilson <br /> Nays: None <br /> <br /> ~th - ,Because of our very limited police force, I find it impgssible to ex- <br />ercise proper supervision over beer saloons, upstairs. <br /> Nntil further advise~, I shall not issue any more permits of this kind, <br />unless specifically ordered to do so by the Council." <br /> <br />On motion ordered filed. <br /> <br />of Mr. Fox, <br /> <br /> The following communications from the City Attorney were presented: <br /> <br /> 1st The A~torney presented the following ordinance, which was, on motion <br />placed on first reading: <br /> <br /> "AN ORDINANCE TO AMEND SECTIONS 8, 32 amd 64 OF AN ORDINANOE <br /> ENTITLED 'AN ORDL~CE IMPOSING A LICENSE TAX FOR THE CITY <br /> OF PORTSMOUTH, VIRGINIA, FOR THE YEAR BEGINNING MAY 1st, 193~'.~ <br /> <br /> 2nd - "I beg leave to report on the following tax matters which were referred <br />tO me: <br /> 1. Petition of Mr. J. B. Brown to be relieved of personal property assessments for <br />the years 1931 te 1937. <br /> Mr. B~own was assessed at various addresses both on store fixtures at a business <br />stami a~don household furniture at residenees. The tax returns~appear re~mlar ~nd in some <br />instanees appear to be signed by }~r. Brown. I can not.say that the taxes should be relieved. <br /> <br /> <br />
