4.2O <br /> <br />March 26~ 1996 <br /> <br /> At a Regular Meeting of the City Council held on <br />Tuesday, March 26, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., Ja/nes C. Hawks# James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jr., R0nald W. Massie, <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all <br />in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to <br />approve the minutes of a Called Meeting on March 11, 1996; a <br />Regular Meeting on March 11, 1996; a Called Meeting on March <br />12, 1996; and a Regular Meeting on March 12, 1996, and was <br />adopted by unanimous vote. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, to <br />consider out of regular order of business Agenda Item number <br />96-120 for appointments to Boards and Commissions, and was <br />adopted by unanimous vote. <br /> <br />96-120 - Mr. Clemons offered the following nominations for <br />appointment to the following Boards and Commissions: <br /> <br />Commission of Architectural Review - Port Norfolk/Park View <br /> <br />Mark Cave to be appointed to fill a three year term ending <br />March 31, 1999, replacing Carolyn Wyatt. <br /> <br />Youth Advisory Commission <br /> <br />Tracy Pastian representing Churchland High School to be <br />appointed to fill a term ending June 30, 1996. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to <br />close the nominations, and there being no further <br />nominations, the above nominations were adopted by unanimous <br />vote. <br /> <br />96-112 - Proclamation presented to Gwen Childs for "Public <br />Health Week" and "Infant Immunization Awareness Month.'' <br /> <br />96-113 - Presentation of special lapel pins to neWly <br />appointed Commission members. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Hawks, to <br />suspend the rules of order to conduct the joint public <br />hearing with the Planning Commission, and was adopted by <br />unanimous vote. <br /> <br />- JOINT PUBLIC HEARING - <br /> <br />96-115 - Joint public hearing with the Planning Commission on <br />the City Manager's recommended 1996-2001 Capital Improvement <br />Plan. <br /> <br />The following Planning Conanissioners were present: <br /> <br />Jimmy Sprui11, Chairman <br />Susan Taylor Hansen <br />James Overton <br />Raymond Turner <br /> <br /> <br />
