At a regular meeting of the City Counc£1, held J~u~e 28th, 1938, at 8:00 P.M-., <br />there were present: <br /> <br />John P.Leigh, Leslie T. <br />Manager. <br /> <br />Fox, George L. Grimes, James N.Howard, Frank D. <br />H. Earl weiseman,Pearle J. Wilson, an5. the City <br /> <br /> ~finutes of regular macring held Jttue ~4th, were read and a.oproved. <br /> <br /> The following communications from the City N~nager were read: <br /> 1st - "I reg~et to report that since our last' meetin-g~ Er. J'.DoB. McLa hlin <br /> who, for many years, was employed in the Fire Department and was retired last year, diedt~. <br /> <br /> On motion ordered filed. <br /> <br /> 2nd .- "At the last meeting Of the Council, there was referred to me a eom - <br /> plaint relative to the danger at 'the crossing, of Gander Creek and Court St. <br /> After investigation by the City Manager and City Engineer, I beg to re- <br />port as follows: <br /> On the west side of Court St., .there .is an open culvert, which is part <br />of Gender C~eek, and which is not only a menace to health and we~y t~msightly, b~t is dangerous. <br />If a child should wander a few steps off the street and fall in, he would drown. <br /> ~nis culvert was formerly covered. The covering rotted away-and was <br /> removed several months ago. <br /> I ask an aopropriation of $1Y5.00, the City Engineerts estimate, to <br />re-cover the culvert. <br /> <br /> Motion of Mr. Fox to concu~ in the Manager, s recommendation and to appropriate <br />$1~5.00 for said purpose, was adopted, audby the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Howard, Lawrence, warren, Weiseman, Wilson <br />Nays: None <br /> <br /> 3rd - "In co-operation with the Portsmouth Recreation CoF~ittee, ! have inau- <br />gurated a playground project fo~ two months,- and have appointed a director for each of the fo!- <br />lowing playgrounds: Wythe St., Robert E. Lee School, Sixth Ave. - Shears Terrace, Port Norfolk <br />'and one for the colored playground in Mt. Hero. oB, with a C~ief Supervisor, making six in all. <br /> We have a payroll of $96.50 oer week; in-addition to ~hat, the Ohief <br /> Supervisor snd the ~mager have agreed to buy the following equipment: 2½ doz. soft balls, <br />15 soft ball bats, l0 volley balls, l0 volley ball ne~s, 5 croquet sets and l0 sets horse shoes, <br />at a cost of $14~.00. <br /> I request an appropriation of $600°00 a~ t~is time to carry on this <br />project.~ <br /> <br /> Motion of Mr. Howard to concur in the Manager's recommendation and to ~opropri~ <br />ate $600°00 for said purpo~e, was adopted~ and by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Howard, Lawrence, Warren, Weiseman, ~ilson. <br />Nays: None <br /> <br />The following communication from the City Attorney was read: <br /> <br /> ~In connection wi~h the request of Miss Maria Payne for relief of taxes on <br />personal property, I have made inquiries and the facts stated in her letter appear correct. <br />She does not seem to have signed the assessment blanks for the years in question. I 'believe <br />it is proper to relieve her of the taxes as requested, they being $1.3~ for 1932, $1.3~ for <br />1933, $1.32 for 193~, $1.33 for 1935, $1.33 for 1936 and $1.~5 for 193Y'" <br /> <br />Motion of Er. Lawrence to concur in the Attorney,s recommendation, was adopted. <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> The ~equest of Zhe ~ity Manager for an~opropriation of $1,6~6o00 to rebuild <br />the incinerator furnaces, laid on table at last meeting, v~as taken ~o~ and motion of Mr. Fox <br />to make said ~opropriation of $1,686.00 was adopted, and by the following votes <br /> <br />Ayes: Leith Fox,- Grimes,Howard, Lawrence, Warren, Weiseman, Wilson <br />Nays: None <br /> <br />u~ and read: <br /> <br />The following ordinance, placed on its first reading at last meeting, was taken <br /> <br />~A~N ORDI_~ANCE TO REGULATE THE DISPOSAL OF HUMAN WASTE OR EXCRETA <br />WITHIN THE CITY OF PORTSMOUTH AND TO PROVIDE PENALTiES FOB THE <br />VIOLAT~ION ~OF~ <br /> <br />and read: <br /> <br />Motion of Mr. Weiseman to continue said ordinance on table, was adopted~ <br /> <br />The following ordinance, placed on its first reading at last meeting was taken <br /> <br /> <br />
