<br /> At a, regular meeting of the City Council, .held September 27th, 193~, at 8:00
<br />P.M,, there were present:

<br /> JOhn P. Leig~.,~ Leslie T. Fox, George L. Grimes, james N. Howard, W.R. Hutehins,
<br /> Frank D. Lawrence, C. E. Warren, H, Earl Weiseman, pearle J. Wilson.
<br />
<br /> Minutes of regular meeting held September 13th were read and approved.
<br /> , The following Communication from the City Manager was read:
<br />
<br /> "At the last meeting of the 0ouncil, there was referred to the City Manager,
<br />a petition to open Duke Street, from Effingham to Washington Street.
<br /> I have made ~ investigation and I feel that this improvement should be made,
<br />but right now, we have several projects underway, that are more urgent and more important,"
<br /> On motion of Mr. Hutchins', same was ordered filed._
<br />
<br /> The following communication from the City Manager, lald ever from last meet-
<br />lng, was taken up and.read:
<br />
<br /> "In order to buy materials to keep the W.P.A. le. bo~ employed on curb and gut-
<br />ter work, street improvements and. sewer~ extension, it is necessary at this time to appropriate
<br />$8,500,00, which I believe will be sufficient to carry these projects the balance of this year."
<br />
<br /> Motion of Mr. Hutohins to make an appropriation of $~,500.00 for said purpose,
<br />was adopted, and by the following vote:
<br />
<br />Ayes: Leigh, pox, Grimes, Hutchins,Howard, Lawrence, Warren,
<br /> Weiseman, Wilson
<br />Nays: None
<br />
<br /> The following communication from the City Manager, laid on table at last meet-
<br />ing~ was taken up and read:
<br />
<br /> "After an ex~ended conference with a representative from the State Public Wel-
<br />fare office, together with Dr. Denny, Director of Public Welfare, Mrs. Kirkland, Director, So-
<br />cial service BUreau,. Mr, Brinson, City Auditor, and Mr. Perker, City Collector, we find,
<br />comply with the Old Age, Blind, Dependent Children Law, passed by the last Legislature, it is
<br />necessary toappropriate, at this time, $3,500.00, which will car~y us ~he balance of
<br />year. Later'on,~ w~ will'have to se~ asid~ a revcivi~g fund cf~thr~e Gr four ~housan~ this
<br /> dollars,
<br />as we have to ad~ance the Government's portion of th~s ~und each month."
<br />
<br /> Motion of Mr. Howar~ to make an appropriation cf $3,500.00 for said purpose,
<br />was adGpted, and by the following vote:

<br />Ayes: Leigh, Fox, Grimes, Hutchins, Howard, Lawrence, Warren,
<br /> Weiseman, Wilson.
<br />Nays: None.
<br />
<br /> The following communication from the 0ity Msmager, laid on table at last meet-
<br />ing, was taken up and read:
<br />
<br /> "It is necessary, at this time, to appropriste $2,000.00, t'o continue the Sew-
<br />'ing Project. This will meet the demands of this program for the balance of this year."
<br />
<br /> Motion of Mr. Weisemanto appropriate $~,000.00 for said p~rpose, was adopted,
<br />and by the following vote:
<br />
<br /> Ayes: Leigh, Fox, Grimes, Hutchins, Howard, LGwrence, Warren,
<br /> Weiseman, Wilson
<br /> Nays: None
<br />
<br />The following ordinance, laid on table at last meeting, was taken up and read:
<br />
<br />"AN ORDINANOE INDEMNIFYING THE WOBKSPROGRESS ADMINISTRATION OF THE
<br />UNITED STATES OP AMERICA AND THE VIRGINIA STATE BOARD OF HEALTH IN
<br />CERTAIN PROJECTS FOR DRAINAGE ANDMOSQUITO CONTROL."
<br />
<br />On mo~iGn of Nfl Fox, the same was adopte~,-and by the following vote:

<br /> Ayes: ~Leigh, Pox, GrimGs, '~utohinsi Howard, Lawrence, Warren,
<br /> Weiseman, Wilson.
<br /> Nays: None.
<br />
<br /> Filling the vacancy on the Civil Service Commission, caused by the death of
<br />N. Etheridge Hamilton, laid on table until this meeting, was taken up.
<br />
<br /> Motion of~Mr. Fox to ~ into election to fill ~he vaoancy,~was adopted.
<br />
<br /> Mr. Warren. nominated Mr. H. E. Phelps,-Sr., to fill the unexpired term of Mr.
<br />N.Etheridge Hamilton. Nominations being closed and vote being taken, Mr. Phelps was elected,
<br />and by the following vote:
<br />
