<br /> The following communications from the City Manager were read:

<br /> let - "I have an invitation to attend the Pan American Congress of Munici~
<br />palities in Habaua, Cuba, in November.
<br /> This needs no action of the 0ouncil, because I can not go, but I
<br />feel that it is a compliment to a city as small as Portsmouth to be invited, as there are so
<br />many larger cities on-the two continents. M
<br />
<br />On motion ordered filed.

<br /> 2nd - MThe City owns two lots on Glasgow St., between Crawford and Middle
<br />Sts., ~ich were purchased ~o-protect ~ts lien for taxes. I have assurance that the proper-
<br />ty can be sold,, but the City Charter requires the City to sell its rea! estate at public auc-
<br />tion after ten days notice in a newspaper.
<br /> I recormnend that I be authorized to offer the lots for sale, in sep-
<br />arate parcels, at public auction, upon terms of one-third, ac~h and the balance within one
<br />year with 6~ interest on deferred payments, or all cash at the oolion of the purchaser, af -
<br />ter I first give ten days notice of the time~ place and terms of-sale in the PortsmoutP~tar. M

<br /> Motion of Er. Lawrence to concur in the ~anager's re¢ommendation~ was adopted.

<br /> 3rd - MI find there are msny people in the City who do not understand what
<br />they are to vote on, November 8th. I believe it is the duty of the City government to in -
<br />form them.
<br /> I request authority to advertise in the press, etc., the principal
<br />terms as set out in the so-called Anti-Pollution Bill?
<br />
<br /> Motion of ~r. Lawrence to concur in the Manager's recommendation, was adhered?
<br />
<br /> ~th - MI am herewith submitting clans for a stadium to be built between High
<br />and Glasgow ets., west of Second Ave., and east o~ the High School. The cost of this stadium
<br />will be approximately
<br /> ~r. Wm~ A. Smith, State Administrator, Works Progress Administration,
<br />at the solici~ation of the School Board, Mr. Frard~ Lawrence and others, has agreed to recom-
<br />mend to the Feders~ Government, a grs~t of $165,000.00. Portsmouth's portion will be about
<br />$55,000.00. The amount necessary to carry these bonds with interest, sinking fuhd, etc.
<br />will be between four and five thousand dollars ocr annum.
<br /> The stadium will be large enough to accommodate baseball, as well as
<br />all other-athletic events, and, after a conference with the Mayor, Mr.~Willett, }&re Lawrence
<br />and Mr. Rappoport, I am convinced that the rentals will be nea~ly enough to take care of the
<br />annual paymentsthe City will have to make.
<br /> I therefore recommend that the City apply for this grant. If we can
<br />carry this project through to completion, it will be a great thing for Portsmouth."

<br /> Resolution -
<br /> -"WHEREAS, it is the desire of the City Council of the City
<br /> - of Portsmouth to-construct anAthletic Field and Stadium on City
<br /> owned property adjacent to the High-School, and
<br /> UHEREAS, this stadium and field can be built under a Works
<br /> Progress Administration Project aZ a total cost of ~oproximately
<br /> $220,000.00, of which the City of Portsmouth wo~d contribute ap -
<br /> proximately $55,000.00,
<br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council, in
<br /> regtu!ar session assembled to hereby authorize the City Manager to
<br /> sign a Works Progress Administration Project Proposal Aoplication
<br /> for the above-mentioned improvements smd such other pap~rs
<br /> contracts as may be necessary or required by the said Works Pro-
<br /> gress Administration."

<br />the said resolution, offered therewith, was-adopted, ~ud by the following vote:

<br />The following communication from the City Attorney was read:
<br />
<br /> MAt your last meeting, you referred to me the letter of the Portsmouth Lodge
<br />Noo898, Loyal Order of Moose, Inc., for the relief of taxes. I find that the property was
<br />conveyed~to the corporation by deed dated koril 7, 1934 and recorded April 25, 1934, and
<br />that taxes are due on the property located at the northeast corner of Court and South ets.,
<br />for the year 1934 in the name of Mamie B. Lyons, amounting to the principal sum of ~217.30.
<br />I inspected the charter of the corporation and I find it is a non-stock company with member-
<br />ship composed of the members of the fraternal order of the Portsmouth Lodge of Loyal Order
