Grimes, James N. Howard, <br />W. R. Hutchins, Frank D. Lawrence, C.E. ~.,arren, Ho Earl ~Veiseman, <br />Pearle J. Wilson, and the City ~!anaMer. <br /> <br />Minutes of regular meet in~g held November 22nd, were read and approved. <br /> <br />The following communications from the City Manager were read: <br /> <br />1st - The Manager presented .the fqllowing snd recommended that said refund <br /> <br /> "The Portsmouth District Committee of Tidewater Council Boy Scouts of <br /> America leased the City Auditorium for the evening of December 8, 1938, for the purpose of <br /> holding its amuual meeting And court of hon6r, and paid to ~.L. Davis, Supto, ~25.O0 rental <br />therefor. -~ <br /> The meeting was a dinner meeting, attended by all the Portsmouth Civic <br />Clubs and members of the Boy Scout organization. The dinner was served by Mrs. Shepherd and <br />ladies of various churches at cost and the price of the dinner was figured at 75 cents apiece <br />which covered ~he actual- cost of the dinner and serving. No a~_~ission was charged for the <br />Scouts, their parents and friends who aStended but did not come for dinner. In preparing the <br />meal, the ladies merely used the city stove to warm over the food, having previously cooked <br />it elsewhere. · <br /> <br /> The Boy Scouts of America is a voluntary non-profit association, having <br />as its purpose the character building of the boys of Portsmo6th. The Portsmouth District is <br />extremely limited in funds, all of which are obtained by voluntary subscriptions from Ports - <br />mouth citizens and as the dinner was served at cost, the rental of the auditorium wou~d have <br />to be taken from our regular budget, in which no provision is made for such expense. <br /> The undersigned for the Portsmouth District Co~ittee of Tidewater <br />Council Boy 9couts of America, resoectfully reeuest the C~tv ~o~me~l of the City of Portsmouth <br />to refund to the District Committee-the $25~00 ~aid for th~ ~e~t~-~ the City Auditorium for <br />the evening of'December 8, 1938. <br /> Respectfully submitted, <br /> <br /> E~W. Powers, Jr., Chairm~_, Advancement <br /> Committee." <br /> Motion of Mr. Hutchins to concur in the Manager's recommendation, was adopted. <br /> <br /> 2nd ~ ~I recommend t_hat~ths tax ra~e for 1939 be $2.50 per $100.00 valuation; <br />the same as for this year." <br /> <br /> Motion of Mr. Hutchins to concur in the Manager's recommendation, and to au <br />t~orize the City Attorney to present an ordinance to cover, was adopted. <br /> <br /> ~rd~- ~At the last meeting of the Council, there was refe~red to me the ques- <br />tion of the ra~e of rental of the Armory. <br /> Since that time, i have reduced the rehtal from $~D.O0 to $25.00, and <br />the charge for the us~ of the kitchen, from $10.00 to $5~00.At this low rate of rental-' it <br />will not be possible ~o make any reftuuds, as it will probably · <br /> cQst the C~ty more than $i,000. <br />a year, in excess of the income, for lights, heat, Janitor service and maintenance." <br /> <br /> On motion ordered filed. <br /> <br /> 4th - ~At a former meeting of the Council, the Slum Clearance project was re- <br />ferred to me for recommendation. <br /> At this time, I can only report progress. I feel that I need the as - <br />sista~uce of a committee to work with me on this matter. I suggest a committee of three, con- <br />sisting of the Mayor and two members of the Council to be appointed by the Mayor. <br /> After I have on~ or more conferences with this committee, when we will <br />study the details of this proposition, i will then be able to make an intelligent reco~en~da - <br />tion." <br /> <br /> Motion of Mro Hutch!ns to concur in the M~ager~s recommendation, was adopted, <br />and the Chair appointed Leslie T. Fox and James No Howard on said committee. <br /> <br />5th - The City Msnager presented the following: <br /> <br /> ~The American National Bank requests that the City of Portsmouth refund <br />$189.30 ta~es collected by the City of Portsmouth in error, on property in the name of Ameri- <br />can National Bank, listed as ~'Waterfront Swimming Point". <br /> On October 19, 1932~ by deed of bagain ~ud s~e, from Harry A. Brink- <br />ley, Trustee, to ~mericanNational Bank, recorded in Deed Book llO-B, page ~3, the American <br />National Ba~ was deeded: - <br /> 'An Undivided 3~/39 interest in and to the rioarlan <br /> _ rights formerly owned by the Aetna Realty Corporation." <br /> <br /> The City erroneously, <br />National Ba~Gk, from the ~ate of this deed t6 <br />has caused us to pay 5/39 yearly in excess of <br /> <br />on their land books, has assessed the American <br />date, with 39/3~ interest in this property, which <br />our proper proportio~. <br /> <br /> <br />
