<br />Minutes of regular meeting held December 13th were read and approved.

<br />The following communications from the City~Man~ger were read:

<br /> ls$- "At ~he recent fire, a~ Middle and C61umbia S~s., the ms, kef building
<br />was damaged to ~he extent cf $475.67, whieh'h~ been paid by the companies.
<br /> It will be necessary for the Counci~ to appropriate this amount for
<br />repairs ~o the Armory~ and I request the s~opropriation at this time."

<br /> Motion of Mm. Fex to concu~ in ~he Manager's recommendation, and to appropri-
<br />ate $~75~67 for said pmrpose, was adop%ed, and by the following vote:

<br /> 2nd - "The Manager presented ~he following letter and resolmtion, from the
<br />Superintendent of Schools:

<br /> 'The School Board desires ~o make application to the State Board of
<br />Education for an additional loan of $3,300.00 from ~he Literary ~und to complete the Mt. Her-
<br />mort School Annex, equip the same, and provide a modern heating plant for the old building ad-
<br />Joining i~. In order tc secume this loan, it is necessary to secure the authorization of the
<br />City Council. The authorization must be given by means of a resolution, the form of which is
<br />provided by the State Board of Education. I am inclosing the form of resolution required.
<br /> I m~y ~dd that the School Board will not e~oect an additional aRpro-
<br />pria~ion for the carrying charges on this loan, as the amount required therefor, about $190.,
<br />will be absorbed by the ~choolBoard."

<br />- ~WHF~MEAS~ the School Board for the City of Portsmouth,
<br />on the ~Tth.day of December, 193~, presented to this Coun-
<br />cil, an appllcatiom addressed to the State Board of Educa-
<br />tion of Virginia, for She pu~ose of borrowing from the Lit-
<br />erary Fund $3,300.00 additional for the school building at
<br />Mt. Hermon School, to be repaid in thirty annual instalments,
<br />and the interest thereon paid semi-s_unually.
<br /> RESOLVED, that the application of the City School
<br />Board to the State Board. of Education of Virginia, for a
<br />loan of $3,300.00 from the Literary Fund, is hereby approved,
<br />and authority i~ hereby granted the said city School Board
<br />to borrow the said amount for the purpose set out in said
<br />applicaZion.
<br /> The Council for said city will each year during the
<br />life of this loan, at the ~ime they fix ~he regular levies,
<br />fix a rate of levy for schools or make a cash appropriation
<br />sufficient for operation expenses and to repay this loan in
<br />annual instalments, and the~imterest thereon, as required
<br />by law regulating loans from ~he Literary Fund.'

<br />On motion of Mr. Hutchins, the resolution was adopted, and by the following
