At a regular meeting of the 0lty 0ouncll, held December 27th, 1938, at 8:00 there were present~ Leslie T. Fox, George L. Grimes, James N.Howard, W. R. Hutchine, F~snk D. Lawrence, C.E. Warren, H. Earl Welseman, Pearle J. Wilson, and the City Manager. Vice President Weiseman in the Chair. Minutes of regular meeting held December 13th were read and approved. The following communications from the City~Man~ger were read: ls$- "At ~he recent fire, a~ Middle and C61umbia S~s., the ms, kef building was damaged to ~he extent cf $475.67, whieh'h~ been paid by the companies. It will be necessary for the Counci~ to appropriate this amount for repairs ~o the Armory~ and I request the s~opropriation at this time." Motion of Mm. Fex to concu~ in ~he Manager's recommendation, and to appropri- ate $~75~67 for said pmrpose, was adop%ed, and by the following vote: Ayes: Fox, Grimes, Howard, Hutchins, Lawrence, Warren, Weiseman, Wilson N~vs: None 2nd - "The Manager presented ~he following letter and resolmtion, from the Superintendent of Schools: 'The School Board desires ~o make application to the State Board of Education for an additional loan of $3,300.00 from ~he Literary ~und to complete the Mt. Her- mort School Annex, equip the same, and provide a modern heating plant for the old building ad- Joining i~. In order tc secume this loan, it is necessary to secure the authorization of the City Council. The authorization must be given by means of a resolution, the form of which is provided by the State Board of Education. I am inclosing the form of resolution required. I m~y ~dd that the School Board will not e~oect an additional aRpro- pria~ion for the carrying charges on this loan, as the amount required therefor, about $190., will be absorbed by the ~choolBoard." Resolution - ~WHF~MEAS~ the School Board for the City of Portsmouth, on the ~Tth.day of December, 193~, presented to this Coun- cil, an appllcatiom addressed to the State Board of Educa- tion of Virginia, for She pu~ose of borrowing from the Lit- erary Fund $3,300.00 additional for the school building at Mt. Hermon School, to be repaid in thirty annual instalments, and the interest thereon paid semi-s_unually. RESOLVED, that the application of the City School Board to the State Board. of Education of Virginia, for a loan of $3,300.00 from the Literary Fund, is hereby approved, and authority i~ hereby granted the said city School Board to borrow the said amount for the purpose set out in said applicaZion. The Council for said city will each year during the life of this loan, at the ~ime they fix ~he regular levies, fix a rate of levy for schools or make a cash appropriation sufficient for operation expenses and to repay this loan in annual instalments, and the~imterest thereon, as required by law regulating loans from ~he Literary Fund.' On motion of Mr. Hutchins, the resolution was adopted, and by the following vote: Ayes: Fox, Grimes, Hutch!ns, Howard, Lawrence, Warren, Weiseman, Wilson Nays: None The following ordinance, placed on i~s first reading at last meeting, was taken up amd read: "A/~ ORDI~LANCE TO PROHIBIT THE OO~UCTIN~, OPERATION, MANAGE- MENT OR PROMOTION OF ANY LOTTERY, RAFFLE, NUMBER GAME, OR SIMILAR SOHE~ OR DEVICE AND PROVIDING A PENALTY FOR ITS VIOLATION." On motion of Mr. Hutchins, the said ordins~ce was adopted, and by the follow- ingvote: Ayes: Fox, Grimes, Howard, Hutchins, Lawrence, Warren, Weiseman, Wilson Nays: None The following ordinance, placed on its first reading at last meeting, was taken up and read: "AN ORDINANCE AUTHORIZING THE ISSUANCE OF FIFTY-NINE THOUSAND DOLLARS OF REFUNDING BONDS OF THE CITY OF PORTS~OUTH, VIRGINIA, ~NAEING PROVISION FOR THE FORM OF SAID BONDS AND FOR THE PAY - MENT THEREOF."
