- At a regula~ meeting of the City Council, -held February 28th, 1939, at <br />8:00 P.M., there were present: <br /> <br />John P. Leigh, Leslie T. Fox, George L. Grimes, James N. Howarcl, <br />W. R. Rutchins, Frank D. Lawrence, C. E. Warren,: H. Earl weisemam, <br />Pearls J. Wilson, amd the City Manager. <br /> <br />Minutes of regular meeting held February 14th, were read and approved. <br /> <br />The following communications from the City Manager were read: <br /> <br />The Manager presented the following letter: <br /> <br /> "On the night of December 20th, two stray dogs broke into my chicken yar~ <br />and killed twelve white leghorn hens which I valued about $1.00 a piece. I tried several <br />times to ~ve the Game Warden come out so I could take this matter up with him, but I was <br />mnable to get him. I took this matter~p with the Councilman of this Ward, Mr. Ge~rgeL. <br />Grimes, and he advised me to see you about the same.'! would appreciate any consideration <br />you could give me in this matter. <br /> <br />Yours respectfully, <br /> <br />W. R. Parker, <br /> 2116 Des Moi~es Ave." <br /> <br /> Motion of Mr. Fox to authorize the Treasurer to pay same from funds in her <br />hands from collection of Dog Taxes, after the claim has been properly attested, was adopted. <br /> <br /> 2nd - "~hen theOity~s fire insurance policies come due on March 1st, we <br />will renew them for three years, instead of one year. This saves theO~ty about $800.00."° <br /> <br />On motion ordered filed. <br /> <br /> 3r~ - "The City's contribution to the-Sewing Project for ~he next six <br />months will amount to $3,817.00. <br /> It is necessary that we appropriate $2,000.00 cf this amount, at <br />once, in order to keep the project going." <br /> <br /> Motion of Mr. Howard to place an appropriation of $2,000.00 on its first <br />reading, was adopted. <br /> <br /> 4th - "J. M. Weiner owns a couple of lots, 60 x 180 ft., on Second Ave., <br />which 'it is necessary for the City to acquire to build the stadium. <br /> There are some houses on the lots, but Mr. Weiner has agreed to <br />accept $850.00 provided he is allowed to remove the houses. The houses a~e not worth any - <br />thing to the City. <br /> The Mayor, Mr. Barclay, the City Engineer and I viewed the property <br />one_ day last week, amd we feel that the price is reasonable. We will either have to buy it or <br />condemn it. I suggest that we buy it." <br /> <br /> Motion of Mr. Hutchir~s to appropriate $850.00 for said purpose, was adopted, <br />and by the following vote: <br /> <br /> 5th - <br />city has been co~pleted. <br /> <br /> Ayes - Leigh, Fox, Grimes, F~ward, Hutchins, Lawrence, <br /> Warren, weiseman, Wilson <br /> Nays - None <br /> <br />"The transformation of the Godwin St. Station from steam to electri- <br /> <br /> The Manager and Superintendent of the Water Department have desig~ <br />hated ten o~clock Wednesday morning to meet with the Council and ~he officials of the Virgi- <br />nia Electric & Power Company to formslly accept the transfer. Every member of the Council <br />shoUld be present. <br /> we now have a duplicate pumping station at Godwin St. In addition <br />to this, we calcUlate the saving in cost of operation will be considerable." <br /> <br />On motion ordered filed. <br /> <br /> 6th - "Las% spring, we inaugurated a "Clean Up Campaign", and in addition <br />to designating the month of April as Olean Up month, from April to October, during the warm <br />weather, we employed an assist8nt sanitary inspector, who spent eight hours a day inspecting <br />on the outside. We also furnished free lime and whitewash to all who requested it. The re- <br />sults were very satisfactory. <br /> If there is no objection by the Council, the sanitary programwill <br />be carried out again this year." <br /> <br />On motion ordered filed. <br /> <br />As instrueted, the City Attorney presented the following ordinance: <br /> <br />"AN ORDINA/~CE TO PROHIBIT THE SALE OF WINE ~ BEER BETweEN <br />T.HEHOU~ OF TWELVE O'CLOCK POST ME_RIDIAN OF~OHSATUP~DA~AND SIX <br />O'OLOOK ANTE MERIDIAN OF EACH MONDAY, AND TO PROVIDE PENALTIES FOR <br />THE VIOLATION THEREOF.~ <br /> <br /> <br />
