Wilson, and the City ~ager. <br /> <br /> Minutes of regular meeting held February 28th, were read and approved. <br /> <br /> The following commumicati-ons from the City Manager were read: <br /> <br /> 1st - ~The ~i~y of Portsmouth is trying to raise $2,500.00 to help entertain <br />which is expected to reach here the first part of next month. <br /> I recommend that we ~opropriate $500.00, at this time, for that put <br /> <br /> Motion of Me. Wilson to concur in the Manager, s recommendation and to appropri- <br />ate $500°00 for said purpose, was adopted, and by the following vote: <br /> <br />NaYs: <br /> <br />Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, <br /> Warren, Weiseman, Wilson <br />None <br /> <br /> 2nd - ~Last month, Mr. Benton,. from Suffolk, ran into the street sweeper and <br />damaged it to the extent cf $260.O~ <br /> He has paid the $260°00, which was deposited in the General Fund, but <br />in order tc put this money where it belongs in the Public Service Department, it is necessary <br />for the Council to make an appropriation of that amount to the Public Service Department, at <br />this time." <br /> <br /> Motioh of Mr. Hutehins to eoncur in the Manager's recommendation, &nd to make <br />the said appropriation of $260,00, was adopted, and by the following vote: <br /> <br /> Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, <br /> Warren, Weiseman, Wilson <br /> Nays: None <br /> <br /> 3rd - UAs instructed by the Council, at our last meeting, t wrote Col. Carruth, <br />District Enginee r, relative to recommending a wider channel for $cotts Creek. <br /> He answered my letter by suggesting a conference at his office at lO:OO <br />o'clock, on Thursday, March 16th." <br /> <br /> On motion filed. <br /> <br /> tth ~ ~I am submitting herewith, to be put on first reading, at this meeting, <br />License Tax Ordinance for the ensuing year. <br /> The City Collector, City Attorney and City Manager have gone over the <br />present ordinance, page by page, and made a few minor changes. <br /> I am furnishing each couneilman a copy, in order that we may be able <br />to put the ordinance on its final reading at our next meeting.~ <br /> <br /> "AN ORDINANCE IMPOSING A LICENSE TAX FOR THE CITY OF <br /> PORTSMOUTH, VIB/}INIA, FOR THE YEAR BEGINNINGMAY~st, <br /> <br /> Motion of Mr. Hutohins to place on first reading, was adopted. <br /> <br /> 5th - "I do not understand why the Civil Service Commission should charge <br />lack of co-ope~ation on the part of the City Manager. In each and every case where there has <br />been a difference of'opinion between the Commission and the Manager, the question has been set- <br />~led entirely satisfactory to both sides by friendly conference, and the only case that we have <br />been u~able to agree on, was the question of Jurisdiction over the assistant Fire Chief. And, <br />as the City needs ~o assistant Fire Chief, there can be no further question about that. <br />The duty of the Civil Service Co~ission, as I read the law, is to <br />examine, and certify the fitness of, applicants for substitute firemen or policemen, and when <br />the City needs an additional substitute, or can put on an additional regular man, the Manager <br />is to notify the Commissi~ t9 cer~_ify ~hree names, from which the appointment can be made. <br /> ne law a±so gzves the Commission the right to protect a policem~n or <br />fireman in case he is suspended, discharged or disrated on account of politics, religion,-or <br />personal dislike by his superior officers. <br /> I shall live up to the law, and if the Commission does the same thing, <br />there will be no Just cause for complaint.
