tth ~ ~I am submitting herewith, to be put on first reading, at this meeting,
License Tax Ordinance for the ensuing year.
The City Collector, City Attorney and City Manager have gone over the
present ordinance, page by page, and made a few minor changes.
I am furnishing each couneilman a copy, in order that we may be able
to put the ordinance on its final reading at our next meeting.~

"AN ORDINANCE IMPOSING A LICENSE TAX FOR THE CITY OF
PORTSMOUTH, VIB/}INIA, FOR THE YEAR BEGINNINGMAY~st,

Motion of Mr. Hutohins to place on first reading, was adopted.

5th - "I do not understand why the Civil Service Commission should charge
lack of co-ope~ation on the part of the City Manager. In each and every case where there has
been a difference of'opinion between the Commission and the Manager, the question has been set-
~led entirely satisfactory to both sides by friendly conference, and the only case that we have
been u~able to agree on, was the question of Jurisdiction over the assistant Fire Chief. And,
as the City needs ~o assistant Fire Chief, there can be no further question about that.
The duty of the Civil Service Co~ission, as I read the law, is to
examine, and certify the fitness of, applicants for substitute firemen or policemen, and when
the City needs an additional substitute, or can put on an additional regular man, the Manager
is to notify the Commissi~ t9 cer~_ify ~hree names, from which the appointment can be made.
ne law a±so gzves the Commission the right to protect a policem~n or
fireman in case he is suspended, discharged or disrated on account of politics, religion,-or
personal dislike by his superior officers.
I shall live up to the law, and if the Commission does the same thing,
there will be no Just cause for complaint. I shall at no time attempt to dictate to the Com
mission, neither shall I take dictation frOm the Commission.~
