<br />people into the City; faciIitated ingress and egress; quicker and better service, explotta~
<br />tion of High St.; reclaimed reaIty_ and tax values on London St.; enhanced values on High,
<br />Crawford, London, Water and Queen 8ts.; restored use as thoroughfares exclusively of streets
<br />now given over in part to parking; and adjusted distribution of benefits and burdens.
<br /> It ma~ be said, inconolusion, that should the bridge or tunnel suggestion
<br />develop into an actuality such condition would probably not be realized for ten or fifteen
<br />years, during ~nich time the va~ue of properties ~o be acquired and now owned will have in ~

<br /> "Since our report to the 0ity Council-on February 28th, 1939, the Commission
<br />has noticed in the press the City Manager's reply to same.
<br /> The Commission has no desire to go into lengthy discussion with the 0ity Man-
<br />ager in regard to its duties, but the 0ommission, to keep_i%s record clear, desires to state
<br />that according to the A¢~s of the General Assembly of 1936,. Chapter XII Section 2. Appoint=
<br />merits, promotions, discharges, e~c. in full paid Police and Fire Departments; how .made.
<br /> - ~The classified civil service provisions of this act shall include all employ-
<br />ees of the police and Fire Departments of sai~ City coming within its purview, not including
<br />the 0hiefs of said departments. All appointments to and promotions in said departments, shall
<br />be made solely on merit, efficiency and fitness, which shall be ascertained by open competitive
<br />examination and impartial investigation.'
<br /> The Commission real%zes its duty to protect all men In both departments, in
<br />case of discrimination and for this reason we reaffirm our recommendation of Feb. 28, 1939, to
<br />re-establish the office of Assistant Ohief of the Fire Department under Civil Service Eaw, as
<br />it appears to the Commission that said position was discontinued because men eligible for ap -
<br />pointment thereto were personally objectionable to the Oity Manager°
<br /> The Commission in trying to carry out the Civil Service Law has never attempt
<br />ed to dictate to the City Manager, but has merely requested him to ctmply with the law.
