<br /> Administrative Problems - Handling of picketing and labor disputes, evaluat-
<br /> ing the need er demand for new city services, relation of council to manager~ solving the
<br /> parking problem, developi~ an effective police department~ use of movies to report city ac-
<br /> tivities~ etc.
<br /> These are but a few of the topics to be discussed° In addition to nearly
<br /> ~OO city managers, many leading authorities in the field of local government will be in at-
<br /> tendance. Your City Manager wdll receive a complete program shortly. Councilmen and city
<br /> managers who have attended these conferences come year after year because of the great value
<br /> to their cities. We shall be happy to welcome one or more representatives from your city and

<br /> The following letter was read, and an motion of Mr. La%r~enee, referred to
<br />the City Manager:
<br /> "By reason of the advice on the par~ of Dr. Geo. Cart, Jr., I became some-
<br />what alarmed he having informed me that the continued hard work would end disastrously to
<br />myself. I continued to persist in my avocation of pursuits against his advice up until June
<br />of this year. At that time, Dr. Carr, Jr. not being availabte, I obtained an examination by
<br />his father, Dr. Geo. Carr, Sr., who informed me that my heart was acting like a hammer and
<br />that I was suffering from arterial constriction and I had Just better make up my mind to
<br />knock off and take it easy.
<br /> I asked him just exactly what he meant and he informed me that he could not
<br />cure my ailments but he could help me, only. The balance is up to myself. I asked Dr. Cart
<br />if he would reduce his advice to wri~ng, and he replied in the affirmative. I received his
<br />letter in a couple of days which I filed with ~he Chief of our Fire Department, with a per -
<br />sonal letter of explanation. I also talked atlength on the subject wifathe Ohief, ~ho be-
<br />came fully conversant of my intent.
<br /> However, I see t2~e nesessity of appealing to you directly. Therefore, I most
<br />honorably petition you for retirement from my fire department duties, I having been engaged
<br />with theOity since January 15, 1923 up to the past month. Your co-operation in my retirement
<br />will be greatly appreciated inasmuch a s I have been a contributing element toward'the re -
<br />tirement funds of our community. Ey age is ?O years, 6 months - born March ll, 1869.

<br />Treasurer was amthorized to pay same from funds in her hands from collection of Dog Taxes.

<br /> The compensation reports of the CommiSsioner of Revenue and 0ommonwealth
<br />Attorney were received, and on motion of Mr; Hutbhins, were approved for payment.

<br /> Report of F.B% Hill & Company, for auditing fer~y books and accounts for
<br />the ho nTh of July, was uresented, and ordered filed~
<br />
<br /> Privilege of the floor was granted ~. McGee of W.W. Vel!ines Oompany, who
<br />protested noT~eing allowed to place billboards in Portsmouth, as per his request.
<br /> On motion of Mr. Howard, Er. McGee wts requested ~o make a new application
<br />for bill boards.
<br />
<br /> Privilege of the floor was granted Mr. R.L. NcMurran, who presented his wife.
<br />Mrs. McNurran complimented the City Manager and Council for the successful playground season
<br />Just closed in the City, and stated that she would like for the 0oun¢i! to extend~he season
<br />and to rope off some streets for skating.
<br />
<br /> Me,ion of Mr. Grimes t~aat buses ben,outed in his ward, as follows: "Lincoln
<br />to Nashville Ave., to Jefferson St., ~o Deep Creek Boulevard~ and return by same route." It
<br />developed that the Bus Oommittee had left the matter to %he Mayor's decision and that ~he
<br />Mayor had not reported. No action was taken.
