P. Harrell obtained a building permit to wreck a <br />small building at 919 Effingham St., which building was removed and the assessors of 1938 re- <br />assessed the building. <br /> Mr. Harrell had paid the tax on the building assessed at one hundred dollars, <br />tax $2.50, and appealed to me for rebate. This building was taxed for the year 1939 and I am <br />asking that you reimburse ~r.
