<br /> "I am ~iting this message in behalf of the Transfer sand Storage Operators of
<br />the City of Portsmouth~ and have forwarded it to l~r. ~,~feisemem, to ce presented before you gen-
<br />tlemen.
<br /> We, of the transfer business, are continually he]upered in obtaining work by
<br />ottmer truck owners opera, ting on improper license. It seems as though the present laws are
<br />not strict enough to give us the proper protection against tb~s illegs~ operation of trucks.
<br /> To relate how these operators are continuelly violating the la~.~ and getting
<br />away with it, I will reoor~ ~ ocourance that cat'tared yesterday.
<br /> About ~welve o'clock yesterday, a lady called our place of business and en-
<br />gaged us to haul some furniture for her, - We arrived at the appointed place and started load-
<br />ing. ~hile we were loading, the lady in question drove uo and tol~ us that shoe was
<br />sorry but that she had engaged someone else; so we were forced zo unload the furniture
<br />we had already loaded s~ud return it Zo the house,
<br /> Due to the fact that we had been cut out of work before by ice trucks, we
<br />suspected this was the cause of our losing t~_is job. So we drove away and returned to see who
<br />moved them~
<br /> Upon our return, we found a truck there o~rned by a locs~ furniture company.
<br />I immediately called the furniture comos_uy and they a~itted they were hauling the furniture.
<br />To my knowledge the law governing this case is: A furniture company may b~ul their furniture
<br />to a home, but they can not move it from one house to another, unless the furniture has been
<br />repossessed.
<br /> I immediately called the Police Deoa_tmen~ and they dispatched a radio car,
<br />under the command of Sergeant Johnson am.d Officer Journee to the scene. Upon explaining the
<br />details of the case to the officers, they in. formed me there was nothing they could do about
<br />the matter if the furniture was being hauled free of c?~rge.
<br /> Gentlemen, tD~s is s~u every day occurance and there is nothing t.hat the law
<br />can do to stop it. But I have a clan whereby I believe that this situation .cs~u be remedied.
<br /> As you know, ge~.tlemen, e~l trs.usfer operators are required to file a moving
<br />report with the City Collector within twenty four hours after the job has been done or they
<br />are subject to a fine.
<br /> Gentlemen my o~an is th~s: Alter the present law which I have just mention-
<br />~ o~ ~o~ ~t to onerste this way: Recuire every household owner to aooly to the CityCollec-
<br />t0r for a oermit to move, and require ~them to furnish the no,me ox the Transfer operazor they
<br />have engaged to move them. Then, if the operator they name is not p:~operly licensed, the City
<br />Collector has the authority to refuse them the permit until they do engage a licensed transfer
<br />opera, tar.
<br /> After the par~y has been moved, ree;aire the truck o~er to file a report 'the
<br />smme as they do now. Gentlemen, i believe that this plan will give us the protection ~that is
<br />now lacking. I believe the other truck owners will heartily endorse this plain and. if a oeti-
<br />tion is necessary to make this a l~w, I shall gladly render my services in obtaining this pe-
<br />tition.
<br /> There is yet another clause which may be added in this plan and should prove
<br />to be highly beneficial to the City of Portsmouth as well as the t~ck owners. That clause is:
<br />Refuse to grant the household owner perm. ission to ~mve unless their personal property taxes
<br />have been paid..
<br /> The aforementioned plan has been in operation in the City of Suffolk for a
<br />number of years and has proved to be highly successful. I honestly believe that it will prove
<br />to be a success here if you gentlemen will make it a law.
<br /> ~[e have repeatedly tried to break un t~ s unlawful practice but the police
<br />are handicapped by not having the proper law to enable them to make any arrest. So, gentlemen,
<br />I t~st that you will take action on this matter as soon as possible, s~d if I c~ be of any
<br />aid to you in helping to make this a law, then my services are at-your command. T~mnking
<br />you for your co-operation in this matter, ! remain.

<br />City of Portsmouth, recently displayed at the Woolrow Wilson High School un,er ~he auspzces o_
<br />the Physical Education Department, and that they e~oress their tharfi<s to the members of this
<br />Department and those directing and taking part in the pageant together %~th the City School
<br />Board, 2he Superintendent of the Schools, and the Principal of the High School, end Graded
<br />Schools, for their efforts in this regard.~

<br />in~ or otherwise, of any monies or funds from the Water Department of the City of Portsmouth,
<br />Va., except such amounts as have been orovided in the Water Department budget, without crier
<br />aut~rization by the Council of the Ci%y of Portsmouth~ Va.~
