Report of the Accounting Department for month of November, i939, was re - <br />ceived, and ordered filed. <br /> <br />filed. <br /> <br />Report of the City Cel!e~tor for month of November, was received and ordered <br /> <br /> Compensation report of the Commissioner of Revenue and Commonwealth Attorney <br /> was received~and on motion of Er. Howard, approved for payment. <br /> <br /> Bill of J. Shirley Hope, State Game Warden, for de~roying fifty-eight tag- <br /> less dogs at $2.50 each, t~taling $145~O0, was received, and ~n motlo~ of Mr. Lawrence, the <br /> Treasurer ~s authorized to pay same from funds in her hands zBom col±eetion of Dog Taxes. <br /> <br /> The following letter was read: <br /> <br /> "~he Portsmouth District Oommittee of Tidewater 0ouncil Boy Scouts of Ameri- <br /> ca leased the Clt~ Auditorium for the evening of December 7th, 1 for <br /> lng. its annual mevting and court of honor, s~u ~ ,^ ~ v ~ .939~ .t~e purpose of hold- <br /> rental therefor. ~ d ~ ..... -.~. ~avms, ~upermnmendent $25.00 <br /> The meeting was a dinner meeting attended by all the Portsmouth Civic clubs <br />and members of the Boy Scout organization, and their parents and friends. The dinner was <br />served by ladies of various churches at cost and the price of the dinner was figured at <br />apiece which covered the actual cost of the dinner and serving. No admission was charged <br />for the Scouts, their parents and friends who attended but did not come for dinner. <br /> The Boy Scouts of America i~ a voluntary'non-profit association having as <br />its nurpose the character building of the boys of Portsmouth. The Portsmouth district is ex- <br />trembly limited in fundS, all of which are obtained by voluntarY subscriotionsf~ rom Ports - <br />mouth citizens and as no admission charge was made and the dinner served at cost, the rental <br />of the auditorium would have to be taken from our regular budget, in which no provision is <br />made for such expense. <br /> The undersigned for the Portsmouth District Committee of Tidewater Council <br />Boy Scouts of America, respectfully requests the City Council of the City of Portsmouth to <br />refund to the District Committee the $25.00 paid for the rental of the City Auditorium for <br />the evening of December y, 1939. <br /> <br />Respectfully submitted, <br /> <br />~. Powers, Jr. Chairman of <br /> Advnncement Committee." <br /> <br /> Motion of Mr. Howard to make said refund, was adopted. <br /> <br /> The following letter was read: <br /> <br /> "The situation with respect to pollution in the waters of Tidewater Virginia <br /> is so well known and a matter of such vital import~uce to the citizens of this area that it is <br /> generally recognized some steps should be taken as soon as practicable looking toward orooer <br /> sewage disposal and the consequent elimination of pollution, ~ - <br /> As members of the General Assembly of Virginia from Norfolk Oity, we seek <br />the advice and cooperation of .the various .governing bodies in the area affected i~ order that <br />we, together with aur associates in the Assembly from this area, may endeavor to secure such <br />legislation in the fOrthcoming session of the Assembly as may be needed in solving the pollu- <br />tion problem. <br /> We therefore earnestly request that a representative <br />your honorable body be aooointed to meet ,~,~+~ ~ ........... ~r representatives of <br /> <br /> ...... ~u~ p~o~em may ce ~noroughly considered <br />an~ if possible a generally acceptable solution be found. <br /> If this meets with your approval, please s~ter the selection of your repre- <br />sentatives send their names and addresses to Senator Vivian L.
