<br />Minutes of regular meeting held February 13th were read and approved.

<br />The following communications from the City Manager were read:

<br /> 1st - ~Er. Lynwood Krege~ General Chairman of the Youth and~Democracy Rally,
<br />extends us an invitation to meet with them at the Elks Club, after we adjourn this evening.

<br /> 2nd - "There will be a Regional meeting of Mayors and City Managers in Bit -
<br /> Ala., on March 8th and 9th.
<br /> I would like permission from the Council to atten~this meeting, pro-

<br />
<br />Notion of Er. Weiseman to grant said request, was adopted.
<br />
<br /> 3rd - "There are two Bills pending in the Legislature, at this session -
<br />the Bridge-Tunnel Bill and t~he so-called Anti-Pollution Bill, which, if they had passed, as
<br />originally drawn, would have been very detrimental to the best interests of Portsmouth and
<br />Norfolk County.
<br /> A delegation from the City and County went to Richmond last week in
<br />the interest of the City ~nd County. Er. Lynch, Commonwealth Attorney of Norfolk 0ounty, Mr~
<br />James N. Garrett, Delegate from the County, Er. Barclay, City Attorney of Portsmouth, and the
<br />City Manager spoke in opposition te these-Bills.
<br /> Both bills are still pending before the Legislature. Seaator Hillard
<br />is fighting vigorously against them."

<br /> 4th - ~Two years ago, we inaugurated a Olean-Up Campaign, designating the
<br />month of April as Clean-Up Month. The campaign will be continued this year.
<br /> Representatives of all of-the Garden Clubs, of which E rs. W.~. Worley
<br />is President and Mrs. B.B.Ferguson, General Chairman, will hold an open forum in the Council
<br />Chamber on Wednesday evening, ~ebruary 28th, to sponsor this movement.
<br /> We can always succeed if ~ have the wom~n with us.~
<br />

<br /> 5th - The Manager presented the following letter, with recommendation that
<br />the bill be paid:
<br />
<br /> "Regarding our conference of a few days ago bearing upon an accident to the
<br />automobile of Er. E. W. Gordon. I am herewith handing you a statement of Er. Gordon whieh
<br />will provide you with the facts and ~ basis fer such investigation and recommendation as you
<br />may care to make.
<br /> After viewing the point of the accident my view is that the claim as pre -
<br />sented should be paid. Bill

<br />Notion of Er, Wilson to concur in the Manager's recommendation, was adopted.
<br />
<br /> 6th - "Upon further investigation, I have deeided to recommend that our
<br />City Join with other cities of the State and install the Police Teletype Service.
<br /> The cost is $27.50 per month~ and should we find that the benefits
<br />are not commensurate with the cost, under contract, we can withdraw hy giving thirty days'
<br />notice."

<br /> 7th SThe Negro Woman's Council had a committee wait on me, on Saturday,
<br />February 24th, relative to playgrounds, swimming pools, etc., and we are making up an estimate
<br />of the cost.
<br /> I have also asked them to make an estimate of the cost, after which
<br />we will do the best we can to meet their requirements.~
<br />

<br /> 8th - The Manager presented the following letter with recommendation that
<br />the bill be paid:
<br /> "Regarding the claim of W. T. Brown, for damages to his building at 621 5th
<br />Street, due to faulty sewer connection.
<br />The sewer lateral serving this property was broken at the main and being
<br />under a pavement was not noticeable or brought to our attention until the sewerage backed u~
<br />
