ADril 23, 1996 Motion by Mr. Robinett, and seconded by Mr. Martin, adopt the following ordinance, and was adopted by the following vote: to "AN ORDINANCE TO AMEND CHAPTER 38 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 38-82 AND 38-83 THEREOF, PERTAINING TO WATER METER RATES." Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None Motion by Mr. Martin, and seconded by Mr. Robinett, adopt the following ordinance, and was adopted by the following vote: to "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTION 38-117(A) THEREOF, PERTAINING TO RATES FOR DISPOSAL OF SEWAGE." Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None Motion by Mr. Robinett, and seconded by Mr. Martin, adopt the following ordinance, and was adopted by the following vote: to "AN ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 16-64, 16-65(A) AND (B}, AND 16-66 (B) AND (C) THEREOF, PERTAINING TO GARBAGE AND REFUSE." Ayes: Griffin, Hawks, Martin, Robinett, Webb Nays: Pitts Motion by Mr. Martin, and seconded by Mr. Robinett, to amend the Pay and Classification Plan to include a one time 3% pay adjustment for retirees and to amend Section 8 pertaining to the City Clerk and City Assessor to include a 3% pay adjustment. Substitute motion by Mr. Pitts, to exclude retirees with salaries of $40,000 or more of receiving the 3% pay adjustment~ and died due to a lack of a seconded. The original motion and the following ordinance was adopted and by the following vote: "AN ORDINANCE ADOPTING A NEW CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." Ayes: Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None
