<br /> Minutes of regular meeting held February 27th, 1940, were read and approved.
<br /> On motion of Mr] Warren, the rules were suspended and privilege_ of the floor
<br />granted a committee from the Soft Ball League. Mr. Herbert Simpson stated that~ the Soft Bald
<br />players were allworking men and could play only after suooer, which gave them ~ very short
<br />time to play in twilight, and asked the Council to aid in~stablishing lights i~ soft ball
<br />fields.
<br /> Motion of Mr. Warren to refer ~o the City Manager~ was adopted.
<br /> The following communications from the Oity'Manager were read:
<br /> let - "The ~eeting of Southern Mayors ~ud City Ms]nagers that I attended, in Bir-
<br />mingham, on the gth~and 9th, was not only very interesting but very beneficial. ~he outstand-
<br />ing events were the speeches by Governor Frank Dixon of Alabama and ~yor LaGuardma of New York~
<br /> Governor Dixon is a great orator, and Mayor LaGuardia i~ a very convincing
<br />speaker. Col. Harrington, Nztional Admmnistrator, W.P.A., ~ddreseed the meeting apd gave us some!
<br />very valuable information and instruction. He believes~ that, regardless of any changes which
<br />may come about in nation~l politics, W.P.A. will have to be con~inuem in some form, for several
<br />years. Mayor LaGuardia expressed the belief that the cure for unemployment would be a three-
<br />day work week, but many of those present did not consider this practical.
<br /> The conference passed several resolutions, the most important of which was
<br /> the one, passed unanimously~ against the Federal C~vernment t~ing Municipal bonds." On motion ordered filed.
<br /> ~nd - ~At the last meeting of the ~ity Council, there was referred to me request
<br /> of the~ Negro Woman's Oouncil, for playgrounds for colored children.
<br /> Since that time, I have had. a conference with the.~ommittee froz that or -
<br /> ganization, and we are wor~ing o~ a prggram ~¢nich ~ll be~ satisfactory ~o alt concerned. It

<br />me, I am returning herewith a corrected copy. The City c~u,under no circumstances,
<br />a corporation.. Any ~opropriation made to advertise the advantages and resources
<br />should be made in good faith and for tha~ purpose alone. ~

<br />PORT~MOUTH HOTEL COPaWORATION, a corporation organized and existing by
<br />virtue of the laws of the ~tate of Virginia, with its principal of -
<br />fices in the City of Portsmouth, State of Virginia~ party of the
<br />first part and the CITY OF PORTSMOUTH, a municipsl corporation of the
<br />State of Virginia, party of the secomd part.
<br /> ~gHEREAS, The par~y of the fYrst part has been incorporated under
<br />the laws of the State of Virginia for the purpose of building a hotel
<br />in the City of Portsmouth and proposed to build the same, and in ad -
<br />dition thereto it proposee to engage in certain advertieing business;
<br />and
<br /> WHEREAS, The party of the second part desires to advertise its
<br />resources and advantages.
<br /> NOW, TP~REFORE, THI~ LE~E AND AGRE~ENT, WITNESSETH: That for
<br />and in consideration 6f the sum of Ten Thousand Dollars ($10,OO0.),
<br />to be paid to the party of the first part by the.party of the second
<br />part as follows, to-wit: Five Thousand Dollars ($5000.00) o~ demand
