The following resolution was read, and on motion of Mr. Hutchins, adopted:

<br />~WHEREAS, the accounts an~ records of the office of A.E. Parker, City
<br />ColZeetor~ were audited by L.C~ Brinson, City Clerk & Auditor, as of
<br />February let, 194G, and accordimg to the report of the City Clerk
<br />Auditor, were found correct, as shown by the books~of the City; and
<br />
<br />WHEREAS,it appears that it is the duty of the City 0ouncil to have ex-
<br />amined yearly, the list of uncollected taxes, and to credit the 0el!et-
<br />tot e~oh taxes, as in their opinion~ could not have been collected with
<br />due diligence; and
<br />
<br />~HEREAS, it appears that A. E. Parker~ City Collector, should be credited
<br />~ith all taxes levied in 1939, remaining uncollected on the first day of
<br />February, 1940, the amount of which is sho~ in said report of L.C. Brin-
<br />son, City Clerk & Auditor.

<br />NOW, THEF~EFO~, Be it resolved by the Co~uoil of the City of Portsmouth,
<br />that A. E. Parker, City Collector, be credited with~all uncollected taxes
<br />levied in 1939, remaining in his office on February let, 1940, and~that
<br />he be relieved of responsibility for not having collected the same, but
<br />mothing herein contained shall be construed as~rel~eving the payment of
<br />said taxes by the persons owing same, or in relieving AcE. Parker, City
<br />Collector, from his responsibility for any s~ms so collected."

<br />The following letter from W.L. nerkle was read and referred to the City l~anage~
<br />
<br /> "I have worked ~or the City sixteen years the middle of last October.
<br /> I am now without work and without means, and I am ~iting this letter for the
<br />purpose of asking you, in consideration of my long service, to aid me in some subst~utial way
<br />to earn a living. I am now 66 years old and find it difficult to get a job. Trusting that
<br />you wm~l give my appeal your favorable cons_deration anm tkar~ing you, I
<br />
