Fox, Geo~. L. Grimes, Jaso <br />Frank D. Lawrence, C~ E. ~arren, H. Earl Weiseman, <br />Chas. F. Harper, City Manager. <br /> <br />N. Howard, W.R. Hut,chins, <br />Pearle J. Wilson and <br /> <br /> Mr. McLean, Chairman of ~he Portsmouth Rousing Authority, who was given per <br />mission, at last meeting of the City Council, to negotiate with the U.S. Hou$ing Authori~y <br />for the purpose of reacD~ng an agreement on Rousing and Slum Clearance, presented two agree <br />merits, one on Housing and one on Slum Olearanse. <br /> <br />The following letter was read: <br /> <br /> "Mr. McLean in his conferences here today has again made it clear to the mem - <br />bets of my staff and myself that the City of Portsmouth faces a difficult financial problem <br />with respect to the proposed defense housing program. I believe that Mr. M-cLean and I have <br />arrived at an equitable solution to your problem, which includes the maximum concessions pos- <br />sible from the United States Housing Authority. Our solution is embodied in the inclosed <br />draft~ of Cooperation Agreements. <br /> I can not emp?~size too strongly the fact that the remarkable progress which <br />you and your Housing Authorit~ have made to date, in response to the emergency, will be lm - <br />paired unless you'witl take immediate action to allow the program to pro6eed without interrup= <br />tion. <br /> <br />Faithfully yours, <br /> <br />Nathan Straus, Administrator. <br /> <br /> and Ci~y Council, <br />Portsmouth~ Virginla.'~ <br /> <br /> After several amendments, on motion of Mr. Hutchins, the two agreements, <br />amended, were adopted, and by the following <br /> <br />as <br /> <br />Ayes - Leigh, Fox, Grimes~ Howard, Hutch!ns, Layrence, <br /> Warren, Welseman, ~ilson <br />Nays - None <br /> <br />The vote being the same for each. <br /> <br />"OOOPERATION AGREEMENT BETWEEN THE CITY OF PORTSMOUTH, VIRGINIA, <br />AND THE HOUSinG AUTHORITY OF THE 0ITY OF PORTSMOUTH. <br /> <br /> ~HEBEAS, the United States Housing Authority has earmarked the sum of <br />$3,000,000. for the use of the Housing Amthority of the 0ity of Portsmouth in developing <br />housing projects; <br /> WHEREAS, the Housing Authority of the City of Portsmmu%hpr~posee to de - <br />velop and administer, in ~he 0ity of Portsmouth, Virginia, a housingproJect to be identified <br />as USHA-Aided Project Nos. VA-I-I and 1-2, consisting of ~wo developments, one of which de - <br />velopments is to be identified as Project No. VA-!-I and will provide approximately 300 safe <br />and sanitary dwelling units and one of which developments is to be identified as ProJec~ VA <br />1-a and will progide approximately 200 safe and sanitary dwellir~ units; and <br /> WHEBEAS, the USHA-Atded ProJec~ Nos. VA-l-1 and 1-2 will be used to provide <br />housing for persons engaged in national defense activities until the emergency created by <br />national defense Activities in ~he locality of the City of Portsmouth no longer requires that <br />USNA-Aided Project Nos. VA-l-1 and 1-2 be ~sed for such purposes; and <br /> WHEREAS, thereafter USHAAided Project Nos. VA-l-1 and 1-2 will be used to <br />provide decent, safe and sanitary dwellings within the financial reach of families of low in- <br />come; and <br /> WHEREAS, the USHA may make annual contributions availhble to the Rousing <br />Authority of th~ Oity of Portsmouth to assist in achieving and maintaining the low-rent char~ <br />aster of NSHA-AidedProJect Nos. VA-l-1 and 1-2; and; <br /> WHEREver., the USHA-Aided Project Nos. VA-I,1 and 1-2 will not cost more <br />approximately $2~160,O00; and <br /> WHEREAS, approximately $S40,000. ~ll be available to the Authority for the <br />development of a low-rent housing and slum. clearance proJeet on a ~ite on which the number of <br />unsafe or insanitary dwelling units will be substantially equal in number to the number of <br />dwelling dnits to be ~rovlded by such low-rent housing and s~um-clearen~e project; <br /> NOW,i THEREFORE, the Housi~g Authority of the City of Portsmouth (hereins~ter <br />called ~he "Authority") and the 0ity of Por3smouth, Virginia, (hereina~ter called the <br />do hereby agree as follows: <br /> 1, The term sProJects" as .used in this Agreement shall mean the housing. <br />project to be identified as USNA-Aided Project Nos. VA-t-1 and 1-2, consisting of two devel- <br />opments, bne of ~hich is identified as Project No. VA-l-l, a~d one of which is identified as <br />Project No. VA-l-2. The term "persons engaged in national defense activities" shall mean <br />such persons as are included within the definition of that term as used in Section 201, Title <br /> n # <br />II of "AN ACT", to expedite n~val shipbuilding, a d for other pux!ooses , (H.R. 9~2, 7gth <br />Congress, Third Session, Approved June 2~, 19~O). <br /> ~ 2. The City agrees that, during the period commencing with the date of the <br />acquisition of any part of the ~Ite or sites of the Project 'and continuing throughout the use- <br />ful life of the Project, it wilt not levy, impose or charge any taxes, special assessments, <br />service fees, charges or tolls against the Project or against the Authority for or with res- <br />Deer to the P~ject and will furnish, without cost or charge to the AutJaorlty or the tenants <br />%hereof, m~e~pal services and facilities, including those furnished by the School Board of <br /> <br /> <br />
