<br />~street, was presented by Mr. Wilson$

<br /> "We~ your committee, which was ~opointed at a meeting of the City 0ouncil
<br />held on October 1Oth~ 1939~ to investigate the practice of the Water Department in causing
<br />private consumers to pay the cost of repairing water pipes in the s~reets from the main to the
<br />meters, respectfully submit the following report:
<br /> Upon investigation we find that the majority of b~oken
<br /> pipes in the street were old, and were easily broken from
<br /> the weight of heavy t~acks on unpaved streets~ an~ from vi-
<br /> bration caused by heavy trucks on paved streets.
<br /> We believe, and the majority of the taxpayers believe,
<br /> that when these pipes are once installed by the consumer
<br /> smd ~nen breaks occur in the street, between the main and
<br /> the meter, that it should be the city's responsibility to
<br /> make the repairs. We~ therefore~ recommend that schedules
<br /> A, B and C be amended accordingly.
