<br />Einutes of regular meeting held August 13th~ were read ~uud approved.

<br /> Mr. Weisem~ presented to the Council~ Mr. Russell N. Hall, who ~ill succeed
<br />him as member of the City Council~ from Lee Ward, September let, 1940. Mr. Hall responded.
<br />
<br />following communications from the City Manager were read:
<br />
<br /> let "I have Just received the final reports from the two S~oerintendents
<br />of the playgrounds. During the season, the total attendance at the white playgrounds was
<br />12,222; the total attendance for the negroes, 31,791. The to~al cost to the City for the
<br />whiSe project was $2,'400,00 and for the colored project, $1,8OO.O0;
<br /> ! believe the City's contribution for the playground projects was
<br />money well spent and should be continued next year, provided the ~ity's finances at that time
<br />will Justify it."
<br />
<br />On motion, ordered filed.
<br />
<br /> 2nd - "Section ~12 of the contract between~ the City of Portsmouth and the
<br />Virginia Electric & Power Company providesI that the City may make tests of electric meters,
<br />in conjunction with a meter inspector, of the oompan~.
<br /> To do this, ii-is necessary for the City to have a testing apparatus,
<br />which it ha~ never had. This apparatus will cost the O~ty 8250.00° I request an appropria-
<br />tion at this time, for that purpose.'~

<br /> Eotion of Nr. Grimes to concur in the Manager, s recommendation ~ud to ~Opro -
<br />pr!ate $250.00 for said p~rpose, was adopted~ and by the follow,lng vote:

<br /> 3rd - "In !91Y, when the Federal Gover,~ent commandeered the Water Works~
<br />there was installed ~l,O00 feet 30" wooden main between Suffolk and Portsmouth.
<br /> I am advised now, by the Superintendent of the Water DePartment~ Nr.
<br />Davis, that this wooden main has deteriorated until it is practica~!y useless and should be
<br />renewed with either cast iron or concrete pipe.
<br /> I feel that we should try to' get the Government to make a grant to
<br />cover this co st~ as a War defense acZ, and while our rate of consumotion at oresent is about
<br />5,400,000 gallons per day and our capacity to deliver with the t~ ~ast iron-pipes we have to
<br />Suffolk, is 6,000,000 gallons per day, should this country go to War, the demand would be a
<br />great deal more than it is now and might exceed our capacity.
<br /> t recommend that the Council pass a resolution instructing the ~ayor
<br />and the City Manager to ~et in touch with our Comgressman and other authorities in ~asD~ngton
<br />and request the Government to install this pipe as a ~ar defense measure. I believe we c~u de~
<br />pend~on very valuable assistance from Admiral Simons, Commandant of the Norfolk Navy Yard."
