October 8th~ <br /> <br /> was adopted~ <br /> <br /> The following letter was ready and on motion of Mr. Hutch!ns, referred to the <br />City Manager for consideration in the 19~l budget: <br /> <br /> ~The Board of the Portsmouth ~olic LibEary feels that the present annual ~ <br />propriation of $2,700.00 is quite inadequate for t~e maintenance of the Library. Therefore, <br />the Library Board re~ectful~y requests that, _in making your budget for !941, you will <br />iousiy ~nsider an increase in the Library appropriation~ <br /> ~t one time the City contributed $3~300.O0 ~o the support of the Library. La- <br />ter this was reduced to ~3~OOO, 00 and anot2mer cut reduced the s~ppropriation to $2,700.OO. <br />The Board of the Library Association now asks you to restore these two cuts and make the <br />orooriation~for the Library $3~300.OO for 19~l. The number of borrowers is increasing trg - <br />~endously, and books s~d furnisD~ngs are yearly showing more wear. <br /> In SePtember~ Miss Wilson~ our faithful and efficient Librarian~ felt con - <br />strained to offer her resignation. During her years o~ service since the opening of the Li <br />brary in December, 1914~ she has endeared herself to the p~olic and has ~contributed largely <br />to the success of the work~ In recognition.of this faithful service~ the Library Board has <br />granted her ~ pension of ~25oOO a month. Thzs reduces our~budget to ~2~4OO.OO~ a sum less <br />than the ss~ary paid by several Virginia cities to their he~d librarians. <br /> ~¢e call your attention ~o ~he enclosed char~ which shows what some of our <br />Virginia cities are doing for their llbraries~ and we hope that Portsmouth may show as great <br />a realization of the value of a puColic library in the mental ~d mor~l growth of the communi- <br />ty. <br /> <br /> Yours very t~ly~ <br /> <br /> (Signed) Lo'efts M. Hill & Company~ for auditing the ferry books and accounts for <br />the month of August, w~.s received, a~.d ordered filed~ <br /> <br /> Mr. Hu~chins presented the follo~,~n~ letter: <br /> <br /> ~I discovered yesterday tl~at a cedar and rose bush on my lot in Oak Grove Cem- <br />etery have ~ecantly been very much mutilated~ Nor is this the first ti~e such destruction <br />has b~en attempted. A rose bush ~as pulled up a few days after being plan~ed last Spring. It <br />is very apparent those things are done by the crowds of boys who pass thru there to and from <br />school. I frequently have seen them racing and slaying all around the ditch ~{uich borders my <br />lot. It is verY d!stressing~ome~ to have.the resting plece of my loved ones which ! hold so <br />sacred, thus treated. Therefore, I do feel that some i~mediate steps should be taken for its <br />proteotion~ <br /> Respectfully, <br /> <br />Mrs. George G. Brooks.~ <br /> <br /> Motion of Mr. Hutshins to request the School Board to keep school children <br />from ~sing the cemeteries as a thoroughfare~ wa~ adopted. <br /> <br /> On motion of Mr. Wi_son~ Mr. Hall wa~ appointed instead of Mr. Weiseman, on <br />committee to investigate the practice of the Water Department in causing private consumers <br />to pay the cost of repairing water pipes in the streets from the main to the meter. <br /> <br /> <br />
