Turner to be appointed to fill an unexpired term <br />ending June 30, 1999, replacing Jadis Battle. <br /> <br />Museum and Fine Arts Comm~ssio~ <br /> <br />Jean Shackleford to be appointed to fill an unexpired term <br />ending October 31, 1998, replacing Sharon Hoggard. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />close the nominations, and there being no further <br />nominations, the abovenominations was adopted by unanimous <br />vote. <br /> <br />96-182 - Items Submitted by Council Members <br /> <br />* Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />investigate and report on the Portsmouth General Hospital <br />history and transactions regarding the ownership in the past <br />and to develop a public hearing on the subject, and was <br />adopted by unanimous vote. <br /> <br />* Councilman Hawks announced that he had submitted his <br />resignation from the H~unpton Roads Regional Jail Authority <br />and the Hampton Road Air Quality Commission. <br /> <br />* Motion by Mr. Hawks, and seconded by Robinett, to remove <br />the motion from the table on the Ethics Committee, and was <br />adopted by unanimous vote. <br /> <br /> Substitute motion by Mr. Hawks, and seconded by Mr. <br />Robinett, to request the City Attorney to advise the Council <br />at it's next meeting on the legal parameters for creating an <br />Ethics Committee. <br /> <br /> Substitute motion by Mr. Pitts, and seconded by Mr. <br />Griffin, to provide a proposal to create an Ethics Commission <br />to have an oversight of the Human Rights Act, the Conflict of <br />Interest Act, and the Freedom of Information Act and pattern <br />it after other Virginia localities that have such a <br />commission currently in place, and was adopted by a vote of <br />5-2(Hawks, Robinett). <br /> <br />96-183 - Continued Non-Agenda Speakers <br /> <br />1.
