Grimes, Russell M. Hall, Jmmes N. Howard, W. R. Hutchins, <br />Fremk D. Lawrence, C. E. Warren, Pestle J. Wilson and Chas. F. Harqoer, City Manager~ <br /> <br />Vice President Frank D. Lawrence in the Chair. <br /> <br />Minutes of regular meeting held Delcsmber 10th were read and ~oproved. <br /> <br /> The .following communicat.ions from the City Manager were read: <br /> <br /> let - "I have a letter from Congressman Darden, stating that the City's ac - <br />plication through W.P.A., for assistance in replacing the thirty inch main between Suffolk <br />and Portsmouth, has been granted priority by th~ Navy Department, and that he feels we will <br />soon have the necessary authority to proceed with the work; seventy five ocr cent of the <br />cost to be borne by the Federal C~ve~ent and twenty five per cent by th~ City. <br /> I believe, the City v~ll be ~ole to pay the twenty five per cent with- <br />out hs. ving to issue any new bonds, or borrow any money." <br /> <br /> Motion of Mr. Hutchins, seconded by Mr. Howard, that we ex-press our aooreeia- <br />tion to Mr. Darden for his assistance to this City in its various oroJects,particularl~ in <br />the granting of priority by the Navy Department to the project for~ a thirty inch main between <br />Portsmouth and Suffolk, was adopted. <br /> <br /> 2nd - ~Since our last meeting, I have had a conference with Mr. Howard, rep- <br />resenting the Council, Dr. Miller and Dr. Murgolo, representin~ the Health Department, and Dr. <br />Cox, representing the medical profession, to consider the request ~f the Central Labor Union <br />for free examination of waitresses, food handlers, etc. <br /> At this meeting, the medical profession, through Dr. Cos, agreed to <br />furnish health certificates for a nominal charge of ~2o00, which I feel should be sati'sfactory <br />to everybody." <br /> <br />Motion of Mr. Hutc~ns to ~Dprove said action, was adopted. <br /> <br /> 3rd - "I wish authority to engage a part-time assistant City Attorney until <br />~e can catch up the <br /> After consultation with Mr. Barclay, both Mr. Barclay and Common,~alth <br />Attorney, Mr. I~uson, have recommended Mr. Robert D. Pcb'ers for this work.~ <br /> <br /> Motion of Mr. Grimes to concu~ in the Msmager~s recommendation and to ~opro - <br />priate $~O.OO tQ pay Mr. Powe~s ~165.00 per month for six months, was adopted, and by the <br />following vote: <br /> <br />Ayes- Fox, Grimes, Hall, Howa~:d,. Hutchins, Lawrence, ~arren¢ , Wilson <br />Nays - None <br /> <br /> The fo!lo~ng letter was received from the Mayor and, on motion of Mr. Howard, <br />ordered filed: <br /> <br /> ~In connection with the appoi'ntment by me of the members of the Portsmouth <br />Housing Authority of Portsmouth, Va., I wish to state the following: <br /> The Council of the City of Portsmouth~ Virginia, on the i3th day of Sept- <br />ember, 1938, adopted a r~solution ent¢~led A Resolution Declaring the Need~r s Housing Au - <br />thority in the City of Portsmouth, Virginia", and in accordance with the Act of the General <br />Assembly of Virginia, kno~m by.the short title of the Housing Authority Law, approved March <br />29th; 1938, I immediately on the said 13th day of September 1938, appointed the following as <br />Com~nissioner of the Authority namely: <br /> V.E. Plunkett~ to serve one year from the above date <br /> Clyde W. Cooper, to serve two years from the above date <br /> E. C. Allen, to serve three years from the above date <br /> J.M. Overton, to serve four years from the above date <br /> T.A, Willett, as Chairmsn~ to serve five years from the above date. <br /> <br /> The purpose of the above Authority was to establish a slum clearance pro- <br />Ject in the City of Portsmouth~ but the City and the United States Housing Authority failed to <br />proceed with the project and the Authority which had been established on September !3th,1938, <br />failed to function. The term of office of Mr. V.E. Plunkett expired on September 12, 1939, <br />s_nd Messrs. E.C. Allen, J.Mo Overton and T.A. Willett resigned as of June 15, 1940. <br /> A Mr. ~insZon of the United States Housing Authority, appeared before the <br />City Council in June, 1940, and stressed the need of additional housing facilities in the City <br />of Portsmouth, and on the 28th day of June, 1940, the City Council received a letter from Ns <br />than'Strauss, Administrator, in connection with housing for defense workers and for slum - <br />clearance~in the City. The need for the Portsmouth Housing Authority again arose, and!, then <br />on the 28th day of June, 1940, appointed as members of the Authority, Messrs. George T;McLemu, <br />Norman B. H~ilton, George O. Diggs, and M.L. McCarty, but in my report to the City Council, I <br />fsdled to designate their Serms of appointment. <br /> I em therefore filing with you, t?~s certificate showing the appointment <br />and terms of office of the Commissioners now constituting the Portsmouth Housing Authority <br />for the following terms: <br /> <br /> George O~ Diggs was appointed to fill the term originally assigned to <br />V.E. Plunkett, and his term expires on September 12, 1943. <br /> Clyde W. Cooper was to continue his term, to expire on September 12,!9~0. <br /> <br /> <br />
