The meeting was a dinner meeting, attended by all the Portsmouth Civic Clubs <br />and members of the Boy Scout organization, and their parents and friends. The dinner was <br />served by !a~ es of various'churches at cost and the orice of the dinner was~i~rem~ at 75~ <br />apiece,~ which covered the actual cost of the dinner and serving. No admission was charged <br />for the Scouts, their parents and ~r!e.ms who attended, but did not come for dinner. <br /> The boy Scouts of America is a voluntary non-profit assOciation~ having as <br />its purpose the character building of the boys of Portsmouth. ~ae Portsmouth District is <br />extremely limited in funds, all of which are obtained by voluntary subscriptions from Ports - <br />mouth citizens and as no ae~ission charge was made and the dinner served at cost, the rental <br />of auditoriu~ would ~ve to be taken from our regular budget, in which no orovision is made <br />for such expense. ~ <br /> <br /> The undersigned for the Portsmouth~Distr~ot· Committee of Tidewater Council <br />Boy Scouts of American. s. respectfully requestS~m~.the City Council of the Citv~ of Portsmouth~ to <br />refund to the Dis~ict Committee the ~m5~O0 oaid for the rental of the City Auditowium for <br />the evening of Dece~oer 5~ 1940. - - ' <br /> <br />Respectfully submitted, <br /> <br /> T.B. It has always been a pleasure for me to co-operate with the officials of the City <br />of Portsmouth-in the fine work which they are doing° <br /> With 8very good wish, I remain, <br /> <br />Very'truly yours~ <br /> <br /> Colgate Darden, Jr." <br /> <br /> Compensation reports of the Co~missioner of Revenue and Commonwealth Attorney <br />were received and, on motion of Mr. Fox, ~proved for payment. <br /> <br /> Report of F.B. Hill & Company for auditing ferry books and accounts for Nov- <br />ember~ 1940~ was received and ordered filed. <br /> <br /> Mr. %~ilson presented the following ordinance~ which was~ on motion of Mr. <br />Hutchins, p ~cem on its first reading: <br /> <br /> ~AN ORDINANCE ~2.~ENDING AN ORDINANCE ENTITLED, ;A2~ ORDINANCE <br />PROVIDING FOR RETIRFH~ENT OF POLiCE¥~EN AND FIREMEN OF THE CiTY OF <br />PORTSMOUTH, AND AUTHORIZING A PENSION FOR SUCH RETIRED POLICEMEN <br />~2~D FIF~[EN BY ADDING THERETO A NETY SECTION PROVIDING FOR PAYMENTS <br />TO WIDOWS OF ~OLICEMEN AND FI_~M~N %~0 SRA~_L DIE FROM CERTAIN IN <br />JURIES." <br /> <br />The fo!loving petition was read: <br /> <br /> "The undersigned citizens of Portsmouth City, Virginia~ most resoectfully <br />call your attention to the lack of public provisions for the housing of indoor recreational <br />activities and for community assemblies of colored people. <br /> Perhaps the lack of a community house in this city is due to the failure <br />to petition your honorable body for such a provision, therefore, we respectfully petition you <br />for such a building, of sufficient size to accomodate the recreational activities and assem - <br />b!ies of the colored people of this City. <br /> We have in this city ~Eproximate_y 19~000 colored beople, in very great need <br />of such facilities, yet apparently the honorable City Council does not have under considera - <br />tion these useful~orovisions for the development and improvement, of the citiz~n_y,~ ~ that must <br />depend upon your body alone for such provis~ons. <br /> It is not necessary to include in this petition a statement in reference to <br />the usefulness of the facility we herein petition you to provide~ as such usefulness is well <br />kno~n~ and approved, and in use in a large number of counties and Cities throughout this state <br />and the United States. <br /> 7Ye add~ the city is now having its population augmented by defense workers <br />and their families, making the need for a recreational and community cent er all the greater. <br /> Aws~tting your honorable decision to this prayer: <br /> lye are, respectfully, <br /> <br />Sigma Gamma Rh~ Sorority <br /> Elias M.
