Harper, City Manager. <br /> <br />Minutes of regular meeting held January 28th, !9~1, were read and approved. <br /> <br />The following communications f~om the City Manager were read: <br /> <br /> 1st - "Sergeant Albert Lassiter has been promoted to the position of Lieuten- <br />ant in the Police Department, succeeding Lieutenant C.L. Cadmus, deceased." <br /> <br />On motion ordered filed. <br /> <br /> 2nd - "The National Youth Administration, I sm told by officials, spends about <br />$25,000. a year in Portsmouth° They request the Oity to furnish quarters; the ~ooms in the <br />market building are taken up, but they can rent a room sufficient for their needs in the Walker <br />Building, for $12.00 a month. <br /> The City is requested by the National Youth Administration to p ay this <br />rent of $12.OO a month. I suggest that we make an appropriation of $72.00 to pay tZ~e rent for <br />six months to begin with. It may be, by that time, we can furnish them a room in tP~ Market <br />Building." <br /> <br /> Motion of Mr. Hutchins to ~nprove recommendation of the City Manager, and that <br />an appropriation of $?2.00 be made for the purpose, was adopted. <br /> <br /> 3rd - "~e have reached the point where we must issue additional bonds to fin- <br />ish the stadium. This is necessary first, because the architect under-estimated the total cost; <br />second, on account of the great demand for W.P.A. labor for War Defense work, the W.P.A., at <br />this time, is unable to live uD to its part of the contract between the City and the Federal <br />Government. <br /> The total amount necessary to finish this p~oJect is $~,OO0.00.
