Harrell, who was continuous in <br />the emplo~ of the City of ~ortsmouth in the filtering~pla~t of its water works~ located in <br /> from March ~6th~ 1920 ~o March ~ st, 1934, which period covers a zew days less <br />Suffolk, Va.~ - '- <br /> <br />than fourteen years. <br /> Mr. Harrell was stricken while at work, was taken home and a hemorrhage fol <br />lowed immediately. After recovering somewhat from this condition, he was further incapacitat- <br />ed by a severe swelling in body ~ud liibs which continued for severs~ years, and in Decembers <br /> 1940, he suffered a severe attack, and upon examination, it w~ learned he had high blood <br /> n~ suxf~red a oara!ytic <br />oressure~ asthma and serious heart trouble. A few days afterward~ ~ ~ ~ ~ <br />stroke in his entire right side ~ud it now appears he will never again leave iais bed. <br /> Mr. Harrell ~as had no income during this time excep~ through the efforts of <br />his wife, but for the past year, ill health has caused her to give up her wo~ which leaves <br />them without any visible support. <br /> It is my thought to pum the true condition existing in the case before the <br />members of your Honorable Council and ask tb~ you give this your serious consideration~ and <br />if there is a oossible way to do so, you will provide some means of support to this very u~- <br /> fortunate e~o~oyee. Loans. It was necessary to re-arrange the subdivision of the property <br />s~ud a new map was made by Mr. F.J. Bergeron and has been approved by the Federal Housing Au .~ <br />thority.. In order to carry out the new scheme it is necessary to close Oak ~venue as shown <br />on the olat of Keystone. We own all of the lan sho~m on the olat of Keystone and the City has <br />never t~ken any action in accepting or improving Oak Avenue/which is only twenty one (21) fee <br />wide at the south end, ~d thirty ~30) feet ~Ide at the north end. The City Engineer has re - <br />quired us to dedicate to the City certain land to extend Allen and Kilian Avenues~ across the <br />property, and with this dedication he has approved the new m~o. We respectfully request you to <br />pass the enclosed ordina. Kce for the purpose of closing Oak Avenue. <br /> The carries who are buying the land are very anxious to have their title ~p- <br />proved in order t~hat t~ey may begin construction of t2me dwellings and it will be greatly ~o ~ <br />preoiated, if you will suspend your r'u2~es and pass this ordinance at tonight's session.
