Fox, George L..Grimes~ James' N. Howard, W. R. Hutchins, <br />Frank D. Lawrence, C. E~ Warren, Pearls J. Wilson and Chas. F. Harper, City Manager. <br /> <br />Minutes of regular meeting held Februar~y 25th were read and ~oproved. <br /> <br />The following communications from-the City Manager were read: <br /> <br /> 1st - "With reference.to gas masks for the Fire ~epartment. We have written <br />for prices. The C~hief of the ~ire Department feels that he wil! need. eight. <br /> As.soon as we can ascertain the cost, I will submit same to the Coun- <br />cil, for lts-approvaland appropriation." <br /> <br />On-motion ordered filed. <br /> <br /> 2~d - "At our last meeting, there was referred to me an ordinance to close <br />O~k Avenue, on plat of Keystone, extending northerly from Gcsport Road. <br /> I have viewed the premises, and I see no objection to closing this <br />twenty foot street. The new map shows a fifty foot street,, which I believe will be an im - <br />prov~ment to tha~ sectiom.# <br /> <br />On motion or~!~ered ~iled. <br /> <br /> 3rd - "Referring to the application of ~ermit P. Fischer, filed with the <br />Btate Corporation Commission of~Virginia, for permission to operate a common carrier by motor <br />vehicle through the City to West Norfolk and beyond I find that the contract between the City <br />and the Virginia Electric & Power Company prohibits the City granting permission to any other <br />0o~oany to transfer passengers from one part of the Oity to the other. <br /> I am instructing the Oity Attorney to request the Corporation Commis- <br />sio~ to place this condition in any permit which it should grant to the applicant." <br /> <br />On motion o f Mr. Fox, the following resolution was adopted: <br /> <br />"BE tT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it objects to the granting by the State 0orpors~ion Commissio~ <br />of Virginia, of a permit to Kermlt P. Fischer, as a common carrier <br />by motor vehicle insofar as ~he same may permit ~e carrier to carry <br />passengers from one place -~o another place in the City~ and the City <br />Attorney is directed ~o take such action as may be necessary to pre- <br />vent the carrier from doing an in:fa-city business." <br /> <br />to the Msnager and Health Director, and all of those whom I have appointed have agreed <br />serve, as follows: <br /> Dr. J.W. Abbitt, Chairman <br /> Dr. KcS. Howard <br /> Dr. Louis B. Ziv <br /> Dr. John S. Drewry <br /> Mr. B.B. Lipscomb." <br /> <br /> ~$h - "Substitute Police Officers J.W. Moffatt, C.L. ~arrenn and~R.C.Jou~nee, <br />were appointed regular patrolmen, e~fective February 18th~" ' <br /> <br /> On motion ordered filed. <br /> <br /> 5th - "I have recently appointed a Board of Health to act as an o~dvisorybod~ <br /> to <br /> <br />On motion ordered filed. <br /> <br /> 6th - "Mr. Fairli~e M. Butt was ~opointed DirectOr of Public Welfare, suc- <br />ceeding Dr. Julian T. Miller, resigned, effective February l?th. <br /> Miss Euta Jane Armstrong, who was recommended by Dr. Stauffer, State <br />Commissioner., Department Public Welfare, has been ~opointed Superintendent, Social Service <br />Bureau, to succeed ~rs. Kirk!and, te take effect March 24th. <br /> There is an old~oz~linance which is still in effect, that requires the <br />City to have what is termed a ~.Health Officer', who shall be a physician. It may be well, in <br />order to comply with this ordinance, to give the City Physician the title of Health Officer." <br /> <br />On motion of Mr. La~ence, the City Physician was also designated Health Of- <br /> <br />ricer. <br /> <br /> ?th - The following ordinance, placed on its first reading at last meeting, <br />was taken up and read: <br /> <br />"AN ORDINANCE CLOSING OAK AVENUE AS SHOWN ON THE PLAT OF KEYSTONE" <br /> <br />On motion of Mr. Hutchins, said ordins~ce was adopted, and by the following <br /> <br />vote: <br /> <br />Ayes - Leigh,Fox, <br /> Wilson <br />Nays - None <br /> <br />Grimes, Howard, Hutehins, Lawrence, Warren, <br /> <br />Report of the City Collector for February, vas received and ordered filed. <br /> <br /> <br />
