Grimes, Russell M. Hall, Jas. N. <br /> Howard, W. R. Hutchins, Frank D. Lawrenoe~ O. E.Warren, Pearle J. Wilson <br /> and Chas. F. Har~er, City Mauager. <br /> Minutes of regular meeting held April 8th and special meeting of April 16th <br />were read and approved. <br /> ~he Committee on rese lutioms~of~respect on thedeath of Nr. William Lee D~vis <br />reported the following resolution which was, on motion of Mr. Fox, adopted: <br /> ~WHEREA~, an All-Wise Providence has removed from <br /> among us our friend and oo~worker, William Lee Davis, who, <br /> since January l, 1919, has served faithfully and efficiently <br /> as Superintendent of the P0r~smouth Wat'er Department and who, <br /> during his tenure of office, has devoted himself unceasingly <br /> to the betterment of his department <br /> WHEREA~, the passing of our friend and associate has <br /> deprived the 0ity and the community of a~most competent of - <br /> fiolal <br /> BE IT RESOLVED by the Council of the City of Ports ~ <br /> mouth that we deeply regret and deplore the demi~e of our <br /> friena and associate, whose place in our government will be. <br /> difficult to fill. We find sotace in the thought th~t his <br /> life of'devotion to b_Is-du~les~will be a source of inspira- <br /> tion for td~ese who follow. He-leaves a clear reoord a~d an <br /> outstanding example of splendid character aud good citizen- <br /> ship. <br /> BE IT ~RTHEH RESOLVED that this resolution be spread <br /> upon the records of the Council of the 0ity of Portsmouth_and. <br /> e~ copy sent to members of his family, as an expression of our <br /> heartfelt sympathy in their bereavement. <br /> <br /> (Signed) ~eslie T. Howard - 0ommlttee.~ <br /> <br /> The following communications from the City Manager were read: <br /> <br /> let - "The Federal Government bas withdrawn its support financially from the <br />stadium, claiming that all ~he Federal funds allotted to this project ha~e been spent. The <br />total ce st of finishing the stadium now falls on the 0ity. Before withdrawing its support, <br />the W.P.A. bought the plumbing fixtures and ~ eats for the grandstand. <br /> We have hopes of completing the Job in the next thirty days. On or <br />before that ~ate, the Council should decide how the s%adinm ~hou!d be handled, after it is <br />finishe~ - whether by the Oity Manager or by a commission o f three Councilmen to be known as <br />the Stadium 0ommittee." <br /> <br /> On motion ordered filed. <br /> <br /> Om motion of Mr. H~ward, ~rivllege of the floor was granted anyone present. <br />Mrs. Womble, Presiden~ of the Federated .Garden Clubs, Mrs. Triplett of the West Park View <br />Garden Olub and Mr~ Tiffany of the ~olygon Olub, s~oke against placing advertising signs in <br />the new stadium. <br /> <br />2nd - "The Housing Engineering Corporation of Baltimore entered into a con <br />.tract. to build some houses at Pinners Point. ~'% required ~2aat company to put up $1,O00~OO as <br />a guarantee of good faith. The Oompany hae kept ~a~ ~Ait~h~nd now ~sks t~at the $1,OOO~OO be <br />refunded, which I recommend." <br /> <br /> Motion of Mr. Hutehins to place on its first reading, was adopted. <br /> <br /> 3r~ - ~Last Tuesday, the Mayor, City Manager, City Engineer and City Attorne~ <br /> met with W.P.A. officials a~d Federal Treasury DePartment in Richmond, at which time contracts <br /> were let for thirty inch wa~er pipe from ~uffolk to Portsmouth. <br /> . The cost of the pipe is $4.98 per foot, delivered on the right of wa~ <br /> to be pu% down mostiy 'by W.P.A. labor. The Mayor, Vice Mayor and 0ity Manager, after getting <br /> all the information available, decided that concrete p. ipe for main lines is not only better <br /> than the iron pipe, but the saving on the total contract is about tYo,o00., one fourth ef <br /> which the City saves. <br /> When this work is finished, the capacity of our Water Department will <br /> be more then doubled.
